Description

(1) INTRODUCTION

The Federal Aviation Administration (FAA) Facilities Engineering Branch - Center Engineering and Construction Section (ANG E341) at the William J. Hughes Technical Center (WJHTC) has an upcoming requirement to upgrade the Building Automation System Andover Controls Continuum to the latest version of Ecostruxure. The purpose of this market survey announcement is to solicit capability statements from interested companies.



(2) NATURE OF COMPETITION

The acquisition strategy for this procurement has not been determined at this time. This Market Survey is conducted to obtain the information necessary to determine whether adequate competition exists to set-aside this procurement for competition amongst small business concerns. With that said, this Market Survey is intended to seek information from interested Offerors of all sizes and types. The determination for the level of competition will be based on the results of this market survey. The FAA may decide to do an unrestricted competition or a set-aside amongst small business concerns.



(3) PROCUREMENT DESCRIPTION

The Draft Statement of Work (SOW) Attachment I is provided as a means of outlining the broad scope of the work. This broad scope is to give Offerors an idea of the size of the project and the resources it will require. It is meant to be informational only.



(4) STANDARD LANGUAGE

(a) This is not a Screening Information Request or Request for Proposals of any kind;

(b) The FAA is not seeking or accepting unsolicited proposals;

(c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and responses will not be returned;

(d) Any costs associated with the market survey submittal are solely at the interested vendor’s expense;

(e) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey;

(f) Respondents will not be notified of the results of this survey or results of information submitted; and

(g) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team.



(5) NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The principle North American Industry Classification System (NAICS) code for this effort is 238210, “Electrical Contractors and Other Wiring Installation Contractors” with a size standard of $19M.



(6) SUBMITTAL REQUIREMENTS FOR MARKET SURVEY

(a) Capability Statement: Submit a summary of your firm’s capability in meeting the FAA’s requirement as described in Attachment I and include examples of corporate experience for similar work. This statement should not exceed five (5) pages in length.

(b) Statement providing your firm’s business classification size.

(c) Certificate designating your firm as a Certified Schneider Electric EcoXpert Building Automation Master.



(7) DELIVERY OF SUBMITTALS

Interested companies must submit their response to this market survey electronically to the Contracting Officer at jeffrey.young@faa.gov by no later than 4 PM (ET) on April 18, 2025. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted.
