SECTION 1 - PURPOSE
Cosumnes Community Services District ("District") is soliciting proposals from qualified firms to
provide Telecommunications Portfolio Management Services for the District's portfolio of
wireless communications facilities, telecommunications towers, and associated site agreements
located on District-owned property.
The purpose of this Request for Proposals (RFP) is to secure professional services that will
assist the District in the administration, management, optimization, and strategic oversight of its
telecommunications assets and agreements. The selected contractor will provide expertise in
telecommunications facility management, lease administration, site development review, market
valuation, contract negotiations, regulatory compliance, asset stewardship, and revenue
optimization.
The District seeks a qualified partner to support implementation of the District's
Telecommunications Facilities Policy, ensure responsible management of public assets,
maximize appropriate revenue opportunities, protect the District's operational and public safety
interests, and provide strategic guidance regarding telecommunications facilities located on
District-owned property.
The District intends for the selected contractor to function as the primary administrator of the
telecommunications portfolio and to assume responsibility for routine portfolio management
activities currently performed by District staff. The selected contractor will work collaboratively
with District staff, legal counsel, telecommunications providers, and the Board of Directors to
support effective management of the District's telecommunications portfolio while ensuring
compliance with applicable laws, regulations, policies, and contractual obligations.
SECTION 2 - DISTRICT PROFILE
The District is located in California's Central Valley in the southern portion of Sacramento
County, four miles south of the Sacramento City limits. The District is the largest community
services district in California, encompassing 157 square miles and serving an estimated
population of 210,000.
The District is a regional agency providing fire protection services to the cities of Elk Grove and
Galt, as well as unincorporated areas in southern Sacramento County. Additionally, the District
provides parks and recreation services exclusively to the Elk Grove community.
The District is dedicated to enhancing the quality of life of the residents, businesses, visitors,
and employees within the diverse community by protecting lives, property, and the environment
through superior fire suppression, emergency medical services, fire prevention, and special
operations response; and by providing parks and recreation services through well-maintained
parks and recreational opportunities for health, wellness, and social interactions.

The District's telecommunications facilities support the responsible use of public property,
provide opportunities for revenue generation, and supports communications infrastructure
serving the broader community. Management of these assets requires coordination of lease
administration, site access, inspections, maintenance, carrier requests, facility modifications, fair
market value assessments, regulatory compliance, and alignment with District operational,
public safety, environmental, recreational, and community interests.
The District has adopted a Telecommunications Facilities Policy (Attachment B) to guide the
review, approval, administration, and management of telecommunications facilities on District
property. The District seeks to ensure that telecommunications facilities are managed in a
manner that protects District assets, supports emergency response and public safety operations,
preserves compatibility with parks and recreational uses, and maximizes appropriate long-term
value for the communities served by the District.
SECTION 3 - SCOPE OF WORK
Project Overview
The District's telecommunications portfolio currently consists of approximately twenty-six
(26) telecommunications agreements with wireless carriers and infrastructure providers.
For informational purposes only, the District processed approximately fourteen (fourteen)
lease modification requests, nine (9) equipment upgrade requests, four (4) new
telecommunications facility requests, and two (2) easement-related requests during the
previous year. These activities are provided to assist respondents in understanding
recent portfolio activity and should not be construed as a guarantee of future workload.
Historically, the District's telecommunications program has been primarily reactive,
focused on responding to telecommunications provider requests and operational needs.
The District intends to transition to a more proactive portfolio management approach that
includes identification of new telecommunications facility opportunities, co-location
evaluations, revenue optimization initiatives, fair market value reviews, lease audits,
strategic planning, and other activities designed to maximize the value of District-owned
telecommunications assets. Respondents should use their professional judgment in
determining the level of effort and staffing necessary to provide the requested services
described in this RFP.
The District seeks Telecommunications Portfolio Management Services to support
administration, contract management, regulatory coordination, strategic planning,
revenue optimization, and asset management of its telecommunications facilities
portfolio.
The contractor shall serve as the District's telecommunications portfolio advisor and
administrator, providing subject matter expertise and management services to support
implementation of the District's Telecommunications Facilities Policy and maximize the
value of District-owned telecommunications assets while protecting the District's
operational, public safety, environmental, recreational, and community interests.

All services shall be performed in accordance with the District's Telecommunications
Facilities Policy, applicable Board policies, administrative regulations, fee schedules, and
all applicable federal, state, and local laws. The contractor shall act in an advisory and
administrative capacity only and shall not bind the District to any agreement, amendment,
commitment, settlement, or financial obligation without prior written authorization from the
District.
1. Portfolio Administration and Contract Management
The contractor shall:
* Administer and manage the District's telecommunications facilities portfolio,
including telecommunications facilities, co-location sites, and associated lease,
license, easement, and use agreements.
* Maintain complete and accurate records of telecommunications assets, facilities,
tenants, agreements, insurance documentation, compliance requirements, and
site characteristics.
* Maintain telecommunications site maps, facility inventories, agreement databases,
and electronic records necessary to support effective portfolio management.
* Track lease terms, expiration dates, renewal options, amendments, insurance
requirements, financial security requirements, and compliance obligations.
* Maintain and monitor critical dates, including lease expirations, renewal options,
notice deadlines, rent escalation dates, insurance renewals, permit expirations,
and other compliance milestones.
* Maintain an organized electronic repository of agreements, amendments,
correspondence, site plans, inspection reports, maintenance records, and related
portfolio documentation.
2. Telecommunications Policy Administration and Compliance
The contractor shall:
* Administer telecommunications facilities in accordance with the District's
Telecommunications Facilities Policy and related District policies.
* Review and evaluate new site requests, co-location proposals, facility
modifications, equipment upgrades, lease amendments, and related
telecommunications activities.
* Evaluate proposals for compatibility with District operations, public safety
functions, recreation programs, environmental resources, capital improvement
plans, future District needs, and applicable District siting, design, concealment,
screening, stealth, and compatibility requirements.
* Review telecommunications facilities and tenant activities for compliance with
applicable laws, permit conditions, lease obligations, insurance requirements, and
District standards.
* Identify compliance deficiencies and assist the District in coordinating corrective
actions with telecommunications providers.
* Provide recommendations regarding policy implementation, interpretation, and
administrative procedures.

3. Site Development, Property Evaluation, and Carrier Relations
The contractor shall:
* Serve as the District's primary point of contact for telecommunications providers
and infrastructure companies. The contractor shall manage routine
communications, inquiries, requests, negotiations, and coordination activities and
shall elevate matters requiring District policy direction, legal review, financial
approval, or Board action.
* Review and respond to requests for new facilities, co-location opportunities,
equipment upgrades, lease amendments, and related telecommunications
activities.
* Evaluate opportunities for co-location and efficient use of existing
telecommunications infrastructure before consideration of new facilities.
* Identify, evaluate, and recommend District-owned properties suitable for future
telecommunications facilities and co-location opportunities.
* Proactively identify and evaluate telecommunications development opportunities,
including carrier demand, co-location opportunities, and potential new
telecommunications facilities on District-owned property, and provide
recommendations regarding feasibility, revenue potential, and strategic value.
* Coordinate communications among telecommunications providers, District staff,
consultants, legal counsel, and regulatory agencies.
4. Revenue Optimization, Market Analysis, and Lease Administration
The contractor shall:
* Conduct market evaluations and fair market value assessments for
telecommunications facilities and sites, including benchmarking lease rates, fee
schedules, and agreement terms against California Department of General
Services (DGS) rates, comparable facilities, and prevailing market conditions.
* Identify agreements below market value and develop strategies to align
compensation with current market conditions through renewals, amendments, co-
locations, and other transactions.
* Negotiate telecommunications agreements and amendments on behalf of the
District, subject to District approval.
* Review telecommunications provider payments, rent schedules, reimbursement
obligations, and related documentation to identify underpayments, missed
escalations, unauthorized occupancy, billing discrepancies, and other revenue
recovery opportunities.
* Monitor and administer rent escalations, reimbursement provisions, revenue-
sharing arrangements, and other financial obligations associated with
telecommunications agreements.
* Review telecommunications activities to determine applicable fees and charges
and provide supporting documentation necessary for District invoicing and
collection activities.

* Conduct periodic lease and revenue audits to verify compliance with agreement
requirements and identify revenue discrepancies, underpayments, missed
escalations, unauthorized occupancy, and other revenue recovery and
enhancement opportunities.
* Develop and periodically update telecommunications revenue forecasts, including
site-specific revenue projections, anticipated rent escalations, pending
amendments, renewals, co-location opportunities, market-rate adjustments, and
other factors that may affect future telecommunications revenues.
The District shall be responsible for receipt of funds, deposits, accounting, financial
reporting, and periodic revenue reconciliation.
5. Facility Operations, Inspection, and Asset Management
The contractor shall:
* Coordinate inspections, structural assessments, compliance reviews, and
operational evaluations of telecommunications facilities and associated
improvements.
* Monitor facility conditions and provide recommendations regarding repairs,
maintenance, replacement, restoration, relocation, and long-term asset
management.
* Coordinate corrective actions and maintenance activities necessary to preserve
District-owned telecommunications infrastructure.
* Maintain inspection records, maintenance histories, and related documentation.
* Assist the District in developing long-range capital improvement and replacement
plans for District-owned telecommunications assets.
* Monitor telecommunications facilities for unauthorized equipment, occupancy,
modifications, or uses not authorized by applicable agreements, permits, or District
approvals.
* Monitor compliance with facility removal, abandonment, restoration, and site
remediation obligations contained in telecommunications agreements and District
requirements.
6. Property Rights, Access, and Risk Management
The contractor shall:
* Coordinate site access requests, inspections, maintenance activities, upgrades,
and construction activities involving District property.
* Review and coordinate easements, utility access rights, ingress and egress rights,
and related property interests associated with telecommunications facilities.
* Monitor insurance, indemnification, bonding, and related risk management
requirements and notify the District of deficiencies or expirations.
* Review proposed projects for consistency with District property management
objectives, access requirements, operational needs, and risk management
considerations.

* Review proposed telecommunications facility requests and modifications for
potential impacts on future District capital projects, facility expansions, operational
needs, property dispositions, and long-range planning objectives.
* Monitor and provide recommendations regarding facility relocation requests,
relocation rights, and implementation of relocation provisions contained in
telecommunications agreements.
7. Strategic Planning and Board Support
The contractor shall:
* Provide strategic guidance regarding telecommunications industry trends,
emerging technologies, regulatory developments, and market conditions.
* Conduct periodic portfolio assessments and provide recommendations regarding
lease optimization, infrastructure improvements, site redevelopment opportunities,
and revenue enhancement strategies.
* Prepare analyses, reports, Board agenda materials, presentations, resolutions,
and supporting documentation related to telecommunications facilities and
agreements.
* Attend Board meetings, staff meetings, stakeholder meetings, and public meetings
as requested.
* Support implementation of District telecommunications policies, strategic
initiatives, and long-term planning efforts.
8. Dispute Resolution and Emergency Support
The contractor shall:
* Assist the District in resolving disputes involving telecommunications agreements,
lease compliance, facility modifications, access rights, compensation issues, and
contractual obligations.
* Coordinate with District legal counsel and staff regarding telecommunications-
related contractual matters.
* Assist the District in responding to emergencies, service interruptions,
infrastructure damage, safety concerns, and telecommunications facility incidents.
* Coordinate with telecommunications providers regarding restoration activities,
operational continuity, and emergency communications infrastructure affecting
District-owned facilities.
9. Performance Standards
The contractor shall:
* Respond to routine District inquiries within five (5) business days.
* Notify the District within three (3) business days of identifying any time-sensitive
issue requiring District action.
* Review and provide recommendations regarding lease amendments, modification
requests, new site proposals, carrier requests, and related telecommunications
matters within fifteen (15) business days of receiving complete documentation.

* Maintain current portfolio records, agreement tracking systems, and
telecommunications facility inventories throughout the contract term.
* Maintain the shared electronic repository and key portfolio records in a current,
complete, and accessible condition throughout the contract term.
* Conduct annual reviews of telecommunications agreements to identify revenue
enhancement opportunities, market-rate adjustments, and compliance concerns.
10. Reporting Requirements
The contractor shall maintain accurate records and provide quarterly and annual reports
summarizing:
* Portfolio activity and telecommunications facility status;
* Lease renewals, amendments, market-rate adjustments, carrier requests, and
pending actions;
* Telecommunications revenue generated, revenue performance, market analyses,
and revenue enhancement opportunities identified and implemented;
* Updated telecommunications revenue forecasts, including significant
assumptions, opportunities, and risks affecting future revenues;
* Inspections, maintenance activities, and capital improvement recommendations;
* Compliance issues, insurance requirements, corrective actions, and compliance
matters resolved during the reporting period;
* Unauthorized occupancy or facility issues identified;
* Lease activity, amendments, and other information relevant to the District's GASB
87 compliance and reporting obligations;
* Industry trends, regulatory developments, and strategic planning opportunities;
* New telecommunications facility, co-location, and revenue-generating
opportunities identified;
* Recommendations regarding long-term management of the District's
telecommunications portfolio; and
* An annual summary of value delivered to the District, including revenue increases
achieved, market-rate adjustments implemented, agreements renegotiated,
revenue recovery actions completed, new telecommunications opportunities
identified or secured, compliance matters resolved, cost savings realized, and
other measurable benefits resulting from the contractor's services.
11. Knowledge Transfer and Transition Assistance
All portfolio records, databases, inventories, site data, analyses, reports, maps,
correspondence, and work products created, maintained, or obtained in connection with
these services shall be the property of the District. The contractor shall maintain all
telecommunications portfolio records in District-accessible formats and shall maintain and
update a shared electronic repository or other District-approved document management
system accessible to authorized District personnel and containing current portfolio
records and key telecommunications facility documents.
Throughout the contract term, the District shall have continuous access to all agreements,
amendments, lease abstracts, critical dates schedules, site inventories, insurance

records, inspection reports, market analyses, offer letters, formal telecommunications
provider correspondence, draft agreements, negotiation summaries, and other key
portfolio management documents maintained in the ordinary course of business.
The contractor shall maintain all other supporting records, communications,
correspondence, and work papers associated with the telecommunications portfolio and
shall provide such records to the District upon request.
The contractor shall provide lease administration data, payment schedules, contract
abstracts, amendment summaries, and other reasonably necessary information to
support the District's compliance with GASB 87 and other applicable accounting and
reporting requirements.
Upon request or termination of services, the contractor shall provide complete transfer of
all portfolio records, agreements, correspondence, site data, reports, analyses, and work
products and shall cooperate with District staff and any successor contractor to ensure
an orderly transition of services.
ADA Compliance Provision:
Contractor shall ensure that all text, digital, and multimedia deliverables including, but not limited
to, documents, reports, and any other electronic content are designed, developed, and delivered
in full compliance with the Americans with Disabilities Act (ADA).
Contractor is specifically responsible for:
* Contractor shall promptly remediate any accessibility barriers identified by the District or
its designees, at no additional cost and within an agreed-upon timeframe established at
the outset of the contract.
* Contractor shall maintain documentation of accessibility testing and provide it to
the District upon request.
* Contractors are encouraged to consult with qualified accessibility specialists and test their
deliverables using appropriate assistive technologies.
* Failure to comply with accessibility requirements shall constitute a material breach of the
Agreement.
* The District reserves the right to: Withhold acceptance of deliverables; Require corrective
action; Reject submitted materials; Terminate the Agreement if accessibility compliance is
not achieved.
