Solicitation Questions and Answers
Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services
(CERS) in Yolo County for VA Northern California Health Care System (VANCHCS)
Could you clarify if a home health agency or laboratory is eligible to apply for this opportunity?
This requirement is for emergency housing and supportive services for homeless Veterans in accordance with the HCHV CERS model requirements outlined within the performance work statement. These services are provided at the company's facility/shelter within Yolo County to Veterans who are homeless or at risk of homelessness. Per the PWS, The HCHV CERS Program exists to provide a means of removing homeless Veterans from the street or habitation unfit for humans and placing them in community-based, residential environments with sufficient supportive services to meet their basic needs. In contrast, home health agencies provide services at the client's home, which typically exclude clients without homes. Also, laboratories are not providers of emergency housing services.
Can you clarify whether prior experience specifically in emergency housing is a requirement, or if healthcare experience serving vulnerable populations would be considered
Healthcare experience working with vulnerable populations would be considered.
Is this a brand new contract OR if there is (was) an incumbent performing these services?
