Solicitation Summary

Morgan State University (“the University” or “Morgan”), an agency and instrumentality of the State of Maryland, located at 1700 East Cold Spring Lane, Baltimore Maryland 21251, is a historically Black institution with the unique designation as Maryland’s preeminent public urban research university on over 176 acres of land in the northeast corner of Baltimore City. Governed by a Board of Regents, Morgan is independent of the University of Maryland System. Currently, the University enrolls over 10,000 students and employs over 2,200 individuals. Offering degree programs from the baccalaureate through the doctorate, Morgan has a comprehensive mission which encompasses instruction, research and public service.

This RFP is intended to provide Vendors with sufficient information to prepare and submit proposals for consideration (“Proposals”) to Morgan State University in order to provide flexible staffing solutions for various departments across the university.  In addition, these agencies will assist in filling short-term or seasonal positions, ensuring that the university can maintain operational efficiency while meeting the diverse needs of faculty, staff, and students. The goal is to establish a reliable network of temporary workers who can support the university's administrative and operational functions, all while upholding the institution's commitment to excellence and diversity. This RFP is subject to all applicable laws and regulations, as well as, any applicable Morgan State University policies.

Additional Instructions

Vendors shall submit Proposals by electronic means as described below.

  1. Electronic means includes email to the Procurement Officer address listed on the Key Information Summary Sheet .
  2. Any Offeror wishing to deliver a hard copy (paper) Proposal shall contact the Procurement Officer for instructions.
Email submissions
  1. All Proposals shall be password protected, but ensuring the option for the procurement officer to be able to download and/or print for filing purposes.
  2. Offerors shall provide the Technical Proposal password and Financial Proposal password in accordance with Article C of this Section in a separate email to the Procurement Officer upon request, within one business day, or their Proposal will be deemed not reasonably susceptible of b eing selected for award. Subsequent submissions of Proposal content will not be allowed.
  3. Proposals submitted via email must not exceed 8 Mb. If a submission exceeds this size, split the submission into two or more parts and include the appropriate part number in the subject (e.g., part 1 of 2).
  4. The e mail submission subject line shall state the RFP and the Solicitation Number found in the Key Information Summary Sheet and either “Technical Proposal” or “Financial Proposal.”
Two-Part Submission:
  1. Technical Proposal consisting of:
    1. Technical Proposal in searchable Adobe PDF format, and
    2. a second searchable Adobe copy of the Technical Proposal, with confidential and proprietary information redacted (see Section 2.11 ) if necessary, and
  2. Financial Proposal consisting of:
    1. Financial Proposal and all supporting material in Microsoft Excel or Adobe format,
      2.
      a second searchable Adobe copy of the Financial Proposal, with confidential and proprietary information removed (see Section 2.11 ) if necessary.
