Invitation to Bidders

Invitation to Bid.  The Village of Vernon Hills, 290 Evergreen Drive, Vernon Hills, IL (“Owner”) invites sealed Bidder’s Proposals for the Work described in detail in the Contract and generally described as follows: Village Hall Entry Concrete and Landscaping.

1.Instruction to Bidders. Bid Packets (containing Proposal Forms, Specifications, Instructions, and Relevant Attachments) may be obtained starting at 7:30 AM on March 18, 2026 electronically and at no cost, by sending an E-mail request to Carissa Hansen at: For security reasons, you must enable JavaScript to view this E-mail address. . Bids should be submitted at the Village Hall at 290 Evergreen Drive, Vernon Hills, IL 60061 in sealed  envelopes  that  are  clearly  labeled  on  the  outside  -  “Bid  for  Village  Hall Entry Concrete and Landscaping”. There should be 2 copies provided of the proposal in the sealed envelope.

2. Bid Opening. Owner will receive sealed Bidder’s Proposals for the Work until 10:00 AM, April 7, 2026 at Owners office listed above, at which time all Bidder’s Proposals will be publicly opened and read aloud. Late bids will be returned unopened.

3. Bid Security, Bond and Insurance.

A.   Proposal Guarantee. A Proposal Guarantee in the amount of five percent (5%) of the bid shall be required.  Bid Bond, Bank Cashier’s Check, Bank Draft, or Certified Check made payable to the Village of Vernon Hills, shall accompany all proposals.

B.   Insurance.  The successful Bidder will be required to furnish certificates and policies of insurance as required by the Contract upon award of the Contract.

4. Location/Description of Work. Work will take place at the Vernon Hills Village Hall and consist of brick paver and landscape planter removal; concrete sidewalk and curb installation; and landscaping.

5. Construction Schedule. The Project may begin upon execution of the contract and shall be substantially completed within 30 days of the start of demolition.

6.  Wages of Employees. Contractor shall comply with the Illinois statute and Vernon Hills  ordinance found at Ill. Rev. Stat. 820 ILCS 130/1 et. seq. and ordinance #2018-116 which provide in relevant part that the wages for all laborers working on a public works project in the State of Illinois and the Village of Vernon Hills be paid at not less than the prevailing rate of wages for similar work in the locality in which the work is being done. Certified payroll requirements apply.

7.  Bonds.  The Contractor shall furnish to the Owner at the time of execution of the contract, a bond in the full amount of the contract sum, securing the full and faithful performance of this contract and the payment for all labor and material furnished by the Contractor or anyone furnishing such under the Contractor’s contract or a subcontract of any tier. Said bond shall be in conformance as set forth below and any additional specifications imposed by other contract documents, including, but not limited to, the prevailing wage requirements set forth in the contract documents. Said bond shall be written by a surety that is acceptable to the Owner, in the Owner’s discretion. Such bonds shall be obtained from a company with a minimum A.M. Best Rating of A- and to which the Owner has no reasonable objection.

The Contractor shall provide Performance and Labor and Material Payment Bond as follows:

1.   Provide a 100 percent Performance Bond in conformance with AIA Document 312 as modified by Owner and Contractor.

2.   Deliver bond within 10 days after execution of the Contract.

3.   The bond must be from a reputable company acceptable to the Owner set forth above and authorized to do surety business in Illinois.

8.  Bids submitted are offers only and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the Bidders.  The Owner reserves the right to accept the bid that is, in its judgment, the best and most favorable to the interests of the Owner and to the public; to reject the low price bid; to accept any item of any bid; to reject any and all bids; and to waive irregularities and informalities in any bid submitted or in the Invitation for Bids process; provided, however, the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely upon, or anticipate, such waivers in submitting their bids.
