EXECUTIVE SUMMARY

DETAILED INFORMATION FOR SUBMISSIONS:
I. Introduction

The City of Fate (“City”) is accepting proposals from qualified construction firms to provide
Construction Manager at Risk Services necessary for the construction of the City of Fate’s
New Police Station and Renovation of a Fire Sub Station (the “Project”), in accordance with
the terms, conditions, and requirements set forth in this Request for Proposal (“RFP”). This
RFP provides interested firms with the information necessary to prepare and submit their
qualifications, general conditions pricing, and fee for consideration.
The Construction Manager at Risk (which may be referred to within this RFP as “CMAR,”
“Respondent,” “Bidder/Proposer,” or “Contractor”) shall assume the risk for construction of
the Project at the contracted price as a general contractor and provide consultation to the
City regarding construction during and after the design of the Project, in accordance with
any and all applicable requirements of the Project and all applicable laws. Proposals are to
be submitted in accordance with this RFP and the accompanying instructions.
The successful CMAR will be required to enter into an Agreement with the City where the
basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price. The
Agreement will also contain all relevant terms set forth in the RFP.
It is the intention of the City to select a CMAR using a one-step RFP selection process.
II. Description of Project
A. The Project involves two buildings on separate sites and are generally described as
follows:
Police Building (New Construction):
A Police Building consisting of an estimated 20,609 SF with associated site work.
The new Police Building will be built in the City of Fate, Texas, at 136 Tony Lane, Fate,
TX 75189 (“Police Building Site”).
South Fire Substation (Renovation/Finish Out):
The Project also includes a renovation/finish out of an existing, city-owned, pre-
engineered metal building to become its south fire station. The existing metal
building is around 5,000 SF and located at 1834 FM 551, Fate Texas 75189 (“South
Fire Station Site”).
B. Conceptual Design (Mid-SD)
a. Design Premise:
i. The new police facility is designed as a cornerstone of the city’s future
public safety campus, drawing some of its architectural DNA from City

Hall to create a cohesive municipal identity. Emphasizing timelessness,
contextual fit, and approachability, the design blends monumentality
with a civic and approachable language. A central lobby with unique
glazing anchors the building visually, while a pleasant mix of natural
stone, wood, and tilt-wall concrete provides both a sense of presence
and cost-efficiency. Strategic lighting helps establish a distinct beacon of
the city’s identity, reinforcing the facility’s purpose as a 24-hour
community service.
ii. Human scale is prioritized throughout—from column detailing and trellis-
shaded spaces to the thoughtful transition zones between secure and
public areas. Operational functions are discreetly integrated, including
secure access, evidence bays, and decompression areas for officers.
Material strategies differentiate public-facing elevations from utilitarian
facades, balancing aesthetic quality with budget discipline. As the first
phase of a public safety campus, the building’s design and palette also
anticipate a potential future fire department integration, ensuring visual
and functional cohesion across departments.
