The City of Little Rock Arkansas will receive sealed bids in the Procurement Division Office, City Hall, Suite 300, 500 West Markham Street, Little Rock, Arkansas 72201. Bids will only be received by submission through the electronic bid system www.littlerock.gov/LRProcure until the time and date stated below and then at said place opened and read aloud in a publicly accessible virtual bid opening for the following:
Bid #3051, November 6, 2025 @ 2:00 pm, JOB 061757, JONESBORO DR. CHILDREN’S TRAIL (LITTLE ROCK)(S), F.A.P. STPU-9253(104).
The project generally includes the construction of approximately 2,419 linear feet shared-use recreational trail from 12th street to Zoo Drive. Improvements also include drainage, striping, signage, conversion of a street to a share trail. Section of the path will utilize existing bridge lane that will be reconfigured to include share trail.

Copies of the Contract Documents (electronic or hard copy) can be obtained from the office of the Civil Engineering Division, Department of Public Works, at the above address, at a cost of $50.00 for each set, check or money order (no cash) payable to the City of Little Rock. NO REFUNDS will be made.
All Terms and conditions of the General Specifications must be strictly adhered to.
A cashier’s check payable to the order of the City of Little Rock, Arkansas or satisfactory bid bond executed by the bidder and an acceptable surety in an amount equal to five (5) percent of the total of bid shall be submitted with each bid. (See Information for Bidders, 7. Bid Security.)
Upon execution of a contract, the successful bidder shall be in compliance with the requirements of Act 150 of 1965, codified at Arkansas Code Annotated §§ 17-25-101, et seq., effective June 9, 1965, subject to any subsequent amendments, which is the current Arkansas State Licensing Law for Contractors.
BIDDERS ARE ADVISED that “BUILD AMERICA, BUY AMERICA” apply to this contract. The Arkansas Department of Transportation Standard Specifications for Highway Construction, latest edition, Section 106 contains the requirements and restrictions for Build America, Buy America. 23 CFR Section 635.410 contains all federal requirements for Build America, Buy America.
The City of Little Rock hereby notifies all bidders that this contract is subject to applicable labor laws, non- discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
The City reserves the right to reject any or all bids, or to waive any informalities in bidding. Bids may be held by the City for a period not to exceed one hundred twenty (120) days from the date of the opening of bids for the purpose of reviewing the bids, investigating the qualifications of bidders, and seeking state and federal concurrence prior to awarding of the contract.
The City may consider informal, any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 120 days after the actual date of the opening thereof.
All blank spaces for bid prices should be filled in, in both words and figures, and the foregoing certifications must be fully completed and executed when submitted. The bidder shall sign his Proposal in the blank space provided therefore. If Bidder is a corporation, the legal name of the corporation shall be set forth above, together with the signature of the officer or officers authorized to sign contracts on behalf of the corporation.
Contractor agrees to comply with all applicable federal and state laws and regulations regarding nondiscrimination, and specifically agrees not to discriminate against any individual on the basis of race, color, creed, religion, sex, national origin, age, disability, marital status, veteran status, sexual orientation, gender identity, or genetic information, and to require such compliance in contractual agreements with subcontractors and sub- subcontractors.
The City of Little Rock encourages participation of small, minority and woman owned business enterprises in the procurement of goods, services, professional services, and construction either as a general contractor or sub- contractor. It is further requested that whenever possible, majority contractors who require sub-contractors seek qualified small, minority and woman businesses to partner with them.
