Master Planning and Design Services for Public Works Operation Center
Clarification to Pre-Proposal Meeting Agenda: Item No. 5, SCOPE, Task 2 - Intermediate
(50%), Pre-Final Design (90%) & Final Design (100%), shall read as follows:
“Non-binding Task 2 design fee estimate needed for FY26-FY27 Budget by March 6, 2026.” The Town
will make this part of the Task 1 fee negotiation process with the selected Consultant.

Clarification to RFP: RFP page 13, SECTION VIII. B, item 10, Page Limitations, first bulleted item
shall read as follows:
“Maximum 2 additional pages allowed within the Consultant’s Proposal. The location of these two
additional pages, whether together or separate, is up the discretion of the Proposer.”
Comment: While the Town does not have a total maximum sheet count for the finished Proposal, the
Town wants to provide some flexibility for the proposers. Except for these two additional pages being
allowed, please adhere to the maximum sheet count when listed.

Question No. 9: RFP page 11, SECTION VIII. B, item 3
Please confirm if we need to submit 3 recent references, in addition to the references in Section F, and
under which section that information should be included.
Answer: Yes, In addition to the references required as part of Section F, please provide a List of 3 Most
Recent References of your choice as listed above in the answer to Question No. 8, the revised “Required
Order of Submission”, 1 page total. Each reference listed shall include the project title, client
organization, contract amount, year completed, and client contact name, title, phone number, and
email.

Question No. 10: RFP page 12, SECTION VIII. C, item 7
Please clarify the content for “Responses to Consultant Short List Score Sheet” that needed to be
included in the Section H, since there is no section titled “Consultant Short List Score Sheet”.
Answer: Please eliminate “Responses to Consultant Short List Score Sheet”. No response required.

Question No. 11: RFP page 13, SECTION VIII. C, item 8
Is this section included in the page count for Section H (per section C. Proposal / Expression of Interest
(EOI) Organizational Format)?
Answer: No, please include this as a separate response, 1 page maximum, for Affiliates & Subsidiaries,
as noted in the revised “Required Order of Submission” listed above in the answer to Question No. 8.
Question No.11, cont. : Please clarify the requirement “Resolve doubt in favor of listing as affiliate.”

Answer: The phrase “Resolve doubt in favor of listing as affiliate”, in accordance with the Town’s
interpretation, means if there is any uncertainty about whether a person, organization, or company
should be considered an affiliate, the decision should err on the side of including them as an affiliate
rather than excluding them.

Please clarify which section are allowed another additional 2 pages.
Answer: “Maximum of 2 additional pages are allowed within the Consultant’s Proposal. The location
of these two additional pages, whether together or separate, is up the discretion of the Proposer.”
Question No. 12, cont. : Is there a total page count for the entire EOI?
Answer: There is NO total page count for the entire EOI. The only page limitations are as described for
each section as noted.

Question No. 13: Will the minutes / transcript of the Pre-Proposal Meeting of November 3 be
available?
Answer: The minutes were provided as part of Addendum No. 1.

Question No. 14: During the Pre-Proposal Meeting, there was mention of a sanitary sewer pump
station being necessary for the property. Will design of the pump station be a part of the scope of the
Project?
Answer: The preliminary design through final design of the pump station will be included and
negotiated as part of the Scope of Work.

Question No. 15: Will Addenda be e-mailed to proposers, or are they to be posted to the website?
Answer: Addenda will NOT be emailed to proposers. All Addenda are uploaded to eVA and to the
Town of Christiansburg Web site.

Question No. 16: On page 12 of the RFP, section 7 “Additional Information”, we’re to include
“Responses to Consultant Shortlist Score Sheet”. Please clarify what this is.
Answer: “Please eliminate “Responses to Consultant Short List Score Sheet”. Also see the answer to
Question 10 above.

Question No. 17: In Section VIII, B., the RFP states, "Proposals must include: ...5. Signed
acknowledgement(s) of any Addenda." Is there a specific form or format you would like us to use for
this acknowledgement?
Answer: An “Addendum Acknowledgement Form – Attachment H” is included with Addendum No. 2.
Please note the revised “Required Order of Submission” listed above in the answer to Question No. 8.

Question No. 18: In Section IX, D., Criteria 1., the RFP states, "Proposal adheres to submittal
parameters - ...acknowledgement of Professional Services Agreement...". Is there a specific form or
format you would like us to use for this acknowledgement?
Answer: Under Section IX Evaluation and Award of Contract, Item D. Evaluation Criteria, revise Item
No. 1. Requirements: to read as follows: “Proposal adheres to submittal parameters identified in
Section VIII – Proposal Preparation & Submission Requirements.” Disregard the reference to
“acknowledgement of Professional Services Agreement”.

Question No. 19: Section VIII.B.4. states that proposals must include a “Response to Section III,
Statement of Need”. Section III does not ask any specific questions of the offeror. Can you please
clarify what, specifically, would you like addressed in the requested response? Is this intended to be a
demonstration of the understanding of scope?
Answer: Replace SECTION VIII – PROPOSAL PREPARATION & SUBMISSION REQUIREMENTS, B. Specific
Proposal Requirements, item No. 4. Response to Section III, Statement of Need with the following:
Understanding of Section V, Scope of Work. Please note the revised “Required Order of Submission”
listed above in the answer to Addendum No. 2, Question No. 8.
For clarification, the proposer shall provide a clear explanation of their understanding of the Scope of
Work. This response should describe the proposer’s interpretation of the project objectives, key issues,
constraints, and desired outcomes as presented in the RFP.

Question No. 20: Please indicate where all items included in Section VIII.B.4 (Corporate Registration
Form, General Information Form, Three (3) Recent References, Response to Section III, and
Acknowledgement of Addenda) should be included in the Required Order of Submission (Section
VIII.C.1.).
Answer: Please see the revised “Required Order of Submission” in the answer to Question No. 8 and the
additional clarity provided in the answer to Question No. 21.
