Project Summary
Mendocino County is seeking a qualified engineering consulting firm to provide professional engineering and environmental services for the Briceland Road Bridge Replacement Project over the Mattole River (Bridge No. 10C0181).
The project is located on Briceland Road in southern Mendocino County and involves replacement of the existing bridge structure to address structural deficiencies and improve long-term serviceability. The project is being delivered using federal Highway Bridge Program (HBP) funding and will follow all applicable Caltrans Local Assistance requirements.
This project has been previously initiated under a separate consultant contract, and the County is seeking a second consultant to complete the remaining environmental, design, and support services necessary to bring the project through final design and construction. The selected CONSULTANT will be expected to build upon and advance the existing studies, analyses, and preliminary design efforts developed to date. Re-evaluation or re-initiation of previously completed work is not anticipated unless specifically directed by the County.
Services under this contract include completion of the California Environmental Quality Act (CEQA) process, Type Selection, final design through Plans, Specifications, and Estimate (PS&E), right-of-way engineering support, regulatory permitting, and design support during construction.
Submission Guidelines
Consultants must submit four (4) copies of their State of Qualifications (SOQ): three (3) complete paper copies with original Consultant signature, and one (1) complete copy on USB Flash Drive. The SOQ must be formatted in accordance with the instructions of this RFQ. Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFQ. SOQs must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFQ No. 260005”, and delivered by 2:00 p.m. April 10, 2026 to:

Late SOQs will not be accepted. Electronic or facsimile submissions are not permitted unless expressly authorized by the County.
