[BENCH: 2021 Transportation Engineering and Planning Services] MINI-RFP: Bay Area Toll Authority High Occupancy Vehicle Before and After Study

Project Description: The Bay Area Toll Authority invites firms pre-qualified on the 2021 Transportation Engineering and Planning Services Bench under Service Category A: Freeway Operations, Data Analytics and Performance Assessments to submit a proposal for this project.
BATA is seeking to hire a consultant to collect and analyze traffic data, prepare a comprehensive report that documents conditions before (October 2025) and after (October 2026) the HOV policy is implemented and provides recommendations, as needed, to inform future HOV policy decisions.
For the seven state-owned bridges, the selected consultant will be expected to compile and collect HOV lane and general-purpose lane data through PeMS, Inrix, BATA/FasTrak®, and vehicle occupancy data collection and prepare a comprehensive report for before and after the HOV policy changes.
