Bid 26-3273 Powell Perimeter Fence
Introduction
JPSD is soliciting formal bid proposals from qualified contractors for the installation of
new steel ornamental and vinyl coated chain link fencing along the perimeter of Powell
Middle School.
Project Site
Powell Middle School is located at 3655 Livingston Road in Jackson, MS 39213. The site
is approximately twenty (20) acres. Each Contractor is strongly encouraged to become
familiar with the site conditions prior to submitting a bid proposal. Failure to visit the site
does not relieve the Contractor of the responsibility of providing a complete fence
installation at bid price. Each Contractor is responsible for locating underground or
overhead utilities prior to installation. The Contractor will be responsible for any utilities
cut or damaged during the fence installation.
Scope of the Work
Preparation: The Contractor shall locate all underground and overhead utilities prior to
installation of any footings or posts.
The Contractor shall provide all labor, materials, and equipment to fully install a 6’-0” tall
steel ornamental and vinyl coated chain link fence with various gates as shown on the
attached drawing.
Pre-Bid Meeting
The pre-bid meeting will be held onsite at Powell Middle School 3655 Livingston Road,
Jackson, MS 39213 on January 9, 2025 at 10:00 a.m. The pre-bid meeting is NOT
mandatory but strongly encouraged.
Bid Opening
Sealed and electronic bids will be read aloud at 10:00 a.m. on February 10, 2026 in the
Central Office Conference Room located at 662 South President Street, Jackson, MS
39201. Bid tabulations will be distributed to all contractors on the electronic bidder’s list.
Qualified Contractor
The qualified contractor is one that has performed commercial fencing installations in
excess of five (5) years or greater. Pursuant to Miss. Code Ann. Sections 31-3-1, 31-3-
15 and 31-3-21, no public contract exceeding $50,000.00 may be awarded to a contractor
who does not possess a current Certificate of Responsibility Number issued by the

Mississippi State Board of Public Contractors, or a similar certificate issued by a similar
board of another state that recognizes certificates issued by said board. Each Contractor,
or each joint venture or the joint venture itself, if the bid is submitted as a joint venture,
must indicate in writing on the outside of the envelope in which the bid is submitted, such
Contractor's or such joint venture’s or such joint venture's Certificate of Responsibility
Number. If Contractor's bid does not exceed $50,000.00, the notation "Bid does not
exceed $50,000.00" shall appear on the outside of the envelope. Bids not adhering to
this requirement shall be returned to Contractor unopened.
Warranty and Guarantee
Contractor to provide a 2-year labor and material warranty.
Performance Bond and Payment Bond
Contractor agrees that, after notification by JPSD of the award of the bid and prior to
entering into a contract with JPSD, Contractor shall, within ten (10) working days following
receipt of such notification, deliver to the JPSD Business Office: (1) a performance bond
guaranteeing the full and faithful performance of the contract, in the form and substance
of JPSD’s form Performance Bond, a copy of which is included in the bid specifications,
and (2) a payment bond guaranteeing the prompt payment by Contractor of all persons
supplying labor and/or materials on the Project, in the form and substance of JPSD’s form
Payment Bond, a copy of which is included in the bid specifications. Each bond shall be
payable to, in favor of or for the protection of JPSD, as owner, in the amount of ONE
HUNDRED PERCENT (100%) of the total contract amount. The payment and
performance bonds shall be written by a surety authorized to do business in the state of
Mississippi and satisfactory to JPSD. The surety shall have an A.M. Best Company
minimum rating, and a minimum financial size in accordance with the following for the
contract sizes listed:
1. for contracts in the amount of $25,000.00 to $500,000.00 - A.M. Best rating
of “B+” or better with a financial size of IV (4) or better;
The bond-issuing agent shall submit to JPSD a letter confirming that the surety
meets the above-stated requirements.

Insurance
Upon notification by the Project Administrator of the award of bid, Contractor shall procure
and maintain, at Contractor's expense, the following insurance:
1. Contractor’s General Liability Insurance – in an amount not less than
$1,000,000.00, protecting Contractor against the following types of claims: (1) claims
under workers’ compensation, disability benefit and other similar employee benefit acts
applicable to the work; (2) claims for damages for bodily injury, occupational sickness,
disease or death of Contractor’s employees; (3) claims for damages for bodily injury,
sickness, disease or death of any person other than Contractor’s employees; (4) personal
injury liability coverage; (5) claims for damages, other than to the work, because of injury
to or destruction of property, including loss of use, (6) claims for damages because of
bodily injury, death of a person or property damage arising out of ownership, maintenance
or use of a vehicle; (7) claims for bodily injury or property damage arising out of completed
operations; and (8) claims involving contractual liability applicable to Contractor’s
obligations;
2. Property Insurance – written on a builder’s risk “all risk” or equivalent policy
form in the amount of the initial contract sum, plus the value of any subsequent
modifications and cost of materials supplied or installed by others, comprising the total
value for the entire Project on a replacement cost basis without optional deductible.
Submitting Bids
Contractor’s pricing shall be a lump sum to include all materials, labor, equipment to fully
install the perimeter fencing to the specifications outlined herein this request. All
contingencies, profit and overhead shall be included in this lump sum pricing. Bids shall
include the following: (a) the Proposal Form (all pages), (b) Contractor's bid bond or
certified check, if required, (c) a copy of the resume or a statement of the Contractor’s
experience in similar projects (d) for non-resident Contractors only, a copy of Contractor's
resident state's statute(s) pertaining to such state's treatment of non-resident contractors,
(e) any Contractor documents requiring execution by JPSD, (f) Contractor's statement of
deviations and/or exceptions to bid the specifications, if any, and (f) other documentation
or submittals required by the bid specifications. The following information should be

clearly visible on the outside of the bid envelope: (a) Contractor's name and address (as
it appears on the Proposal Form), (b) bid name, (c) bid opening date and (d) Contractor's
Certificate of Responsibility Number or a statement that Contractor's bid does not exceed
$50,000.00. Contractors must adhere to all the instructions and conditions contained in
this solicitation. Failure to do so may result in rejection of Contractor's bid.
Bids shall be submitted in an opaque envelope with the required information clearly visible
on the outside of the envelope or electronically at www.jpsdmsprojects.com. Contractor
shall submit one original and two copies of its bid in the same envelope. Contractor’s bid
bond, if required, shall be attached to the original bid. Other documentation required by
the bid specifications shall likewise be submitted in triplicate, with any originals of such
documentation attached to the original bid and copies of such documentation attached to
the copy of Contractor's bid. Faxed copies of a bid or any part thereof shall not be
accepted by JPSD.
Sealed bids must be received in the JPSD Business Office or electronically at
www.jpsdmsprojects.com prior to the date and time specified in the advertisement for the
bid opening. Neither dating the bid the date of the bid opening, nor mailing the bid on or
prior to this date shall be acceptable. The official time for receipt of bids shall be
determined by reference to the clock designated by the JPSD Business Office. The JPSD
representative conducting the bid opening shall determine and announce that the
deadline for receipt of bids has arrived and no further bids or bid modifications will be
accepted. Late bids shall be returned to Contractors unopened. If mailed, bids should be
addressed to Jackson Public School District, Business Office, Attention Michelle Mays,
P. O. Box 2338, Jackson, Mississippi 39225-2338. If hand-delivered, to JPSD Business
Office, Attention Michelle Mays, 662 South President Street, Jackson, Mississippi 39201.
Method of Payment and Invoicing
JPSD will issue a purchase order for the full bid award. After all work is complete to the
Owner’s satisfaction, the Contractor will submit invoicing for payment along with all
warranty information. JPSD staff will perform an inspection and provide a punch list of
items for Contractor completion or correction.
