The University of Ottawa (the “University”) is seeking to retain two (2) Managed Service Providers (the “MSP”) for project delivery services with experience in student life and experience in planning, managing, designing, construction, commissioning and transition operations for a program of projects. Every year, as part of its short-, mid-, and long-term capital renewal program, the University invests between $40M-$70M in capital projects to expand, maintain, or repurpose its campus assets. The University is seeking to implement an innovative services delivery model that leverages best in class industry capability, maturity and expertise to drive speed, responsiveness, and efficiencies all with the objective of delivering client delight.
The guiding principles include the following:

Non-exclusive agreements whereby each MSP is retained as a
principal
, not an agent, to deliver projects under a Program of Work approach, providing a:

Single point of accountability on the projects

Nimble delivery approach, where each MSP is not subject to constraints but must deliver the services within pre-established guardrails

Capacity to quickly mobilize the MSPs to deliver the University’s capital plan through programs of work

Flexibility whereby:

The projects which form part of the Program of Work are not defined in advance, and may require that the MSP undertake any and all activities necessary to define, verify and validate the outcomes to a sufficient level needed to achieve a price and schedule agreement

Projects range in size and complexity

The University has the ability to implement different delivery models (e.g. CCDC-2, CCDC-5B, CCDC-14, etc.), based on project risks and requirements The MSP provides a wide variety of services including planning, design, construction and hand-over

The MSP provides the ability to adapt to emerging needs

Projects at any stage (e.g. pre-planning, business case phase, fully designed, etc.) can be delivered under the standing offer
-
Approval of the agreement (including service requirements), overall contractual budget estimate and a Work Authorization process to approve the projects that form part of the annual programs of work

Cost certainty, including incentivization, remains important

Repeatable, where success builds on success
Pursuant to this, the University is soliciting proposals for the provision of services by two (2) MSPs, where the MSP would be responsible to supply end-to-end project oversight – from initial planning, to design, to construction, and through to client delivery. The University’s Capital Project Delivery team’s vision is to engage with MSPs who would work collaboratively with the University as partners, and in this capacity, would be accountable for overall project delivery performance as it relates to achieving or surpassing performance metrics, and embrace the Capital Project Delivery team’s delivery model that is focused on achieving each project’s requirements, while exceeding user expectations.
This RFP process will have two (2) stages: Stage 1 - (Qualifications) and Stage 2 - Invitational RFP Issued to qualified proponents.
The intention is to award a 5-year contract with a possibitlity to extend for three (3) additional terms of 5 years; total term of the contract may be up to twenty (20) years, to be exercised at the sole discretion of the University.
