Sole Source Letter for CareerSource Central Florida- Workforce
CareerSource Central Florida (CSCF), the local workforce development board established under the

Workforce Innovation and Opportunity Act (WIOA) and authorized by Chapter 445 of the Florida Statutes,

respectfully submits this letter to the School District of Osceola County (District) as justification designating

CSCF the sole provider of the Young Adult Internship Program (Program) within Osceola County.

CSCF is a multi-county workforce consortium created through an Interlocal Agreement among the Boards of

County Commissioners of Orange, Osceola, Lake, Seminole, and Sumter Counties. Under the Interlocal

Agreement, among other things, CSCF serves as the regional entity responsible for administering federal and

state workforce funds, coordinating employment, training, and internship opportunities for youth and young

adults and ensuring compliance with WIOA and U.S. Department of Labor requirements.

For the following reasons, CSCF is deemed the sole source provider for the Program: First, CSCF is the only

entity authorized by Florida Commerce to deliver WIOA-funded workforce and internship programs within

the five-county consortium area. This designation provides exclusive access to state and federal workforce

funding, the Employ Florida eligibility and case management system, and performance and wage reporting

databases that are restricted to authorized workforce boards.

Second, CSCF maintains formal partnerships with more than 800 regional employers through established,

WIOA-compliant agreements and employs certified staff trained in federally regulated intake, eligibility, and

case management processes. These exclusive capabilities, verifiable through CSCF’s state designation, cannot

be duplicated by any other organization.
