Sole Source Synopsis J&A related to contract W9128F23C0019

The USACE Omaha District intends to award a out-scope, sole-source contract modification using the procedures at FAR 6.302-1(a)(2)(iii)(A), as it has been deemed that only one source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Roadhouse-Tepa JV is currently constructing the Joint Cryptological Center at Buckley Space Force Base, CO including the horizontal pathway infrastructure. The Government requires additional services to provide and install the horizontal cabling of the inside plant (ISP) for the building, which was left out of the contract to be GFGI by the user. The user cannot complete installation of the ISP cabling, and it is now required as part of the final construction. The horizontal ISP cabling originally would be completed after turnover, which poses risk of damage to finished and installed work.

This modification is intended to be awarded to Roadhouse-Tepa JV under their contract number W9128F23C0019.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by November 12, 2024 at 4PM CT.
