The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement in support of the Marine Corps for technical requirements definition, operations, and sustainment of Public Key Infrastructure (PKI) and related programs. The PKI Support Services contract will be solicited as a 100% small business set aside. This contemplated contract will be a hybrid Single Award Indefinite Delivery Indefinite Quantity (IDIQ) consisting of Firm Fixed-Price (FFP) Contract Line Items for services and Cost Reimbursement for travel and other travel related costs. The contract will have a five-year ordering period and a total ceiling value of about $49M. The North American Industry Classification System (NAICS) selected for this effort is 541519 Other Computer Related Services, which has a size standard of $34M. The Product Service Code (PSC) selected for this acquisition is DG01 – IT and Telecom: Network Support Services.
This action will be solicited utilizing commercial contracting and negotiation procedures under FAR Part 15. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on the System for Award Management website (www.sam.gov) on or about 28 August 2025. The proposed solicitation number for this action is M00264-25-R-0013. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the sam.gov web link frequently for updates to any documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.
SCOPE OF WORK:
This severable service requirement supports the Marine Corps Public Key Infrastructure (PKI) Program. The mission of the Marine Corps PKI Program is to provide the resources, manpower, and equipment (hardware and software) dedicated to the management (i.e.: generation, production, distribution, control, accounting, and destruction) of keys and certificates used by public key-based security services. Their mission includes conducting Department of Defense Information Network (DoDIN) Operations and Defensive Cyberspace Operations International Defensive Measures (DCO-IDM).
Required contractor support is for the operations, management, and sustainment of the Marine Corps Component to DoD and National Security Systems (NSS) NSS PKI, USMC Only-Locally-Trusted PKI, and related programs. Contractor support shall include PKI registration support for authorized systems and personnel located at USMC installations worldwide. The contractor shall sustain the USMC portion of the established DoD PKI to include USMC Only-Locally-Trusted (OLT) PKI and USMC internal Certificate Validation Infrastructure. Extensive contractor knowledge of DoD/NSS PKI is required for successful execution.
Place of performance will be at five locations: Marine Corps Base Quantico, Camp Pendleton, Camp Lejeune, HQ USMC, and Okinawa, Japan.
