Organization Overview
The National Association of Community Health Centers (NACHC), established in 1971, serves as
the nation's leading advocacy, research, training, and leadership development organization for
Federally Qualified Health Centers (FQHCs) and FQHC look-alikes (referred to as "health
centers"). Health centers serve nearly 1 in 7 Americans, regardless of their ability to pay, and
NACHC champions the delivery of affordable, effective, high-quality, and comprehensive
primary care through health centers across the nation.
Approximately 330,000 staff work at health centers in more than 16,000 sites throughout the
United States. NACHC provides these dedicated professionals, health center boards, and
community partners with learning, training, and technical assistance opportunities to
strengthen governance, operational, administrative, financial, and clinical care roles.
1
Background and Project Context
NACHC develops and delivers a broad portfolio of learning, training, and technical assistance.
Each service is provided by a different NACHC team for a specific audience or purpose and is
delivered through a range of formats and channels.
NACHC is preparing to transition from its current Learning Management System (LMS) to a new,
more streamlined platform, with a plan to "go-live" in the summer of 2027. NACHC intends to
leverage this transition period to create a more connected, accessible, and sustainable learning
experience for all NACHC's program teams and learners.
A substantial discovery and planning phase was completed in June 2026 with NACHC staff and
Community Health Center leaders, including Health Center Governing Board members. This
work identified several opportunities to develop a sustainable approach to streamline and align
training programs across NACHC; define a system to differentiate free vs. member-based vs.
fee-based learning; and to create stronger learning pathways with improved reporting and
measurement processes across NACHC. The ultimate goal is to offer a more user-friendly
learning and training experience for NACHC's staff and learners. A summary of these findings
will be provided to the selected vendor to assist with this project.
Purpose of this RFP
NACHC seeks an experienced organizational change management partner to guide the people,
processes, and organizational alignment needed as NACHC transitions to its new LMS. For this
project, organizational change management includes strengthening alignment across NACHC's
programs; establishing guidance and administrative processes for free and fee-based
programming; defining workflows to use the LMS and other learning channels; preparing staff
and learners to use the new LMS; supporting risk management and communications planning;
and helping staff adopt the roles, processes, and practices needed for a more coordinated
approach to NACHC's portfolio of learning and training programs.
A separate LMS vendor has been selected to lead the technical implementation of the new
platform. The organizational change management partner will work closely with the LMS
vendor, NACHC's Learning & Professional Development (LPD) Work Group, and members of the
NACHC leadership team to align organizational changes with the LMS transition.
Scope of Services
The organizational change management vendor, in partnership with the LMS vendor, will help
NACHC staff use the new LMS to its best capacity for learning and training programs.
2
Budget: up to $90,000
Project Period: December 2026 - June 30, 2027 (Seven months, with possible extension
for July-August 2027 based upon available funding and performance.)
NACHC anticipates six interconnected areas of work for this project. Respondents to this RFP
should propose their methodology, activities, sequencing, and plans for stakeholder
engagement to achieve the desired outcomes as explained below:
1. Learning Alignment; Strategy & Governance
Objective: Implement a shared vision for learning across NACHC, supported by clear
governance, roles, responsibilities, and decision-making processes.
The selected vendor will:
Consider different program goals, audiences, funding requirements, and approaches to
learning and training at NACHC. Clarify which operating practices can be coordinated or
standardized across NACHC and which program-specific approaches should remain.
Build upon NACHC's existing processes and platforms to create organizational alignment
that will work well with the new LMS and within logical learning pathways related to
governance, administrative leadership, community health, clinical care, advocacy, etc.
Clarify staff roles, responsibilities, authority, and accountability for a coordinated
approach to learning and training, and establish practical governance and decision-
making processes.
2. Pricing Strategy & Governance
Objective: Establish clear processes to guide pricing decisions for a consistent approach to
pricing NACHC's learning and training programs and determine which programs are free,
member-based, or fee-based.
The selected vendor will:
Assess current approaches to pricing fee-based learning across NACHC and identify
opportunities for greater consistency and coordination.
Work with the LPD Work Group and NACHC leadership to develop a framework with
clear criteria to guide pricing decisions considering NACHC's mission and factors such as
program costs, audience, format, market considerations, funding requirements, and
financial sustainability plans.
3
Facilitate a practical governance process to set, review, approve, and adjust prices for
fee-based learning programs with clear staff roles, responsibilities, and decision-making
authority related to pricing.
Train NACHC teams and offer tools (checklists/other processes) to support consistent
pricing decisions for existing and future learning programs.
3. Learning Portfolio; Content & Channel Prioritization
Objective: Based on LMS capacity, establish a practical framework to organize, categorize, and
migrate NACHC's existing learning and training content into NACHC's new LMS vs. other
learning channels or discussion-based platforms.
The selected vendor will:
Consider LMS capacity and best use to define which content and learning experiences
belong in the new LMS and which are better delivered through NACHC.org, community
platforms, events, or other channels.
Create an immediate streamlined process to help staff easily prepare for, prioritize, and
categorize content for migration to the new LMS prior to launch.
Create a longer-term process (tools/checklists) to clearly track which content will go into
the LMS vs. other channels and which content should be updated, archived,
consolidated, or retired over time. Consider time limitations for staff.
Consider policies and best practices NACHC staff can apply when producing new
materials for the LMS with support from AI.
4. User Experience; Implementation Readiness; Measurement
Objective: Ensure NACHC's new learning environment supports effective workflows for staff
and learners; captures the data needed to understand reach and impact; and is ready for
launch in Summer 2027.
The selected vendor will:
Identify key internal and external user groups and understand their needs, roles, and
interactions with the new learning environment (this will include reviewing NACHC's
existing discovery and planning documents and considering how to reduce staff
burden).
Work with NACHC's LPD Work Group and LMS vendor to design and document
workflows for staff who create, manage, promote, administer, track, and evaluate
learning.
4
Design and document learner workflows that reflect how different audiences find,
register for, participate in, complete, and return to NACHC learning, including role-,
topic-, or competency-based learning pathways where appropriate.
Develop an approach to streamline evaluation and integrate data from NACHC's LMS,
website, conferences, Higher Logic, and other relevant sources; establish success
measures and tracking processes that help NACHC understand its reach and impact
across priority audiences.
Coordinate User Acceptance Testing (UAT) with NACHC and the LMS vendor: engage
representative staff and learners to test and refine workflows and address user
experience and organizational readiness issues before launch.
5. Staff Training; Communications; Go-Live Preparation
Objective: Prepare NACHC staff and external learners for NACHC's learning alignment strategy
and transition to the new LMS; address change and adoption risks; and support a well-
coordinated and marketed summer 2027 launch.
The selected vendor will:
Develop a coordinated go-live plan that addresses organizational and technical
readiness, content, staff training, communications, and learner support. Coordinate all
activities to ensure training, communications, learner support, and related resources are
in place before go-live.
Assess staff training and preparation needs based on roles, responsibilities, and
anticipating/reducing risks in partnership with NACHC teams and the LMS vendor.
Develop role-based training videos and resources for staff who administer, create,
manage, promote, track, evaluate, or support learning. Train staff.
Coordinate communications: (1) Work with NACHC's Operations Team and LPD Work
Group to develop and implement internal communications that prepare staff for the
new learning environment and LMS. (2) Work with NACHC's Communications &
Engagement Team to implement an external communications plan that introduces the
new learning experience and prepares learners to use the new LMS.
6. Post-Launch Evaluation; Support for Continuous Improvement
Objective: Support NACHC during the initial post-launch period: identify early issues, respond to
user feedback, and establish processes for ongoing evaluation and improvement.
5
The selected vendor will:
Monitor early staff and learner experiences, gather feedback, and help NACHC address
priority issues related to workflows, training, communications, and user support.
Work with NACHC's Data Analysis Team to review available early indicators of success
and establish a practical approach for ongoing measurement and evaluation.
Update training or support resources based on early user experience and feedback.
Transfer relevant tools, processes, and responsibilities to NACHC staff and recommend
priorities for continued improvement after the engagement ends.
