Important: This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by RFO FAR 5.1- Presolicitation in preparation for release of the Request for Quote (RFQ) at a later date.

Description:
Introduction: Hudson Valley Health Care System has a requirement for Summer Maintenance of High-Pressure Boilers and Boiler Plant. The central boiler plant provides steam for heating, air conditioning, domestic hot water, kitchens, sterilization and laundry services. Boiler Plant safety, reliability, efficiency and equipment longevity are paramount concerns of Hudson Valley management. Regular cleaning is an essential part of a program to address these concerns. This statement of work describes the requirements for opening (for inspection by others), cleaning and closing of water tube boilers, fire tube boilers, condensate tanks and deaeration tanks by qualified technicians.
Scope of Work: The contractor shall furnish the labor, material and equipment to perform the following work on the boilers and pressure vessels/tanks at VA Hudson Valley HCS listed herein including but not limited to all necessary factory gaskets, closing materials, providing documentation to VA Hudson Valley HCS of proper disposal at a Department of Environmental Protection approved landfill.

Period of Performance:
Estimated Award Date 6/1/2026. One 12-month base year, with the provision for 4 option years; and a 6-month extension period.
Service to be performed in the month of JULY.

Additional Information:
The RFQ is planned to be issued on or about April 17, 2026.
The offer due date is tentatively planned for May 01, 2026.
The anticipated award date is May 01, 2026.
All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
The resulting contract is planned to be a Single Award, Firm-Fixed-Price contract.
This will be a Best Value procurement. The solicitation may utilize source selection procedures using comparative evaluations (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. Offerors are advised that award may be made without discussions. Therefore, the Offerors should submit quotations which contain their best terms.

The solicitation reference is 36C24226Q0504. THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFQ and attachments at www.SAM.gov when the RFQ is posted. Interested parties can register under the Interested Vendors List at SAM.GOV. This will be the only method of amendment distribution; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.

Sam Registration: Prospective Offerors must register themselves on System for Award Management (SAM) www.SAM.gov. Prospective Offerors must also be registered in SAM at the time of submission of quotes in order to participate in this procurement.

Billing and Payment: The contractor shall submit payment requested in electronic form via VA s Electronic Invoice Presentment and Payment System https://www.tungsten-network.com/customer-campaigns/veteransaffairs/. Vendors are required to go to the Customer Engagement Portal (CEP) www.cep.fsc.va.gov to register and submit request for electronic payments. Registration with ID.me is required from the CEP portal.
