Community Tree Planting Grant Project – EAB Mitigation
General Information
1. The City of Roseville is soliciting quotations for tree removal and planting services
related to the Community Tree Planting Grant awarded by the Metropolitan Council.
2. The agreement will cover work completed within the grant project activity period
(January 2026 – June 2027).
3. The City reserves the right to reject any and all quotations and to award work in the
best interest of the City.
4. The City may cancel the agreement at any time, for just cause, upon 10 days written
notice.
5. Contractors must have a minimum of five (5) years’ municipal experience in tree
removal and planting, a Roseville tree license, and an ISA certified arborist
managing the project.
6. Contractors must comply with all applicable state/local requirements, including
Minn. Stat. §471.345 (procurement) and §§177.41–177.44 (prevailing wage, if
applicable)
Scope of Work
The project includes:
I. Tree Removal & Disposal: Approximately 199 ash trees identified as hazards near
public use areas. Many of the trees are located in wooded areas adjacent to
pathways or other public spaces.
All logs and branches should be disposed of by the contractor in accordance with
city and county ordinances. Stump grinding to 6” below grade is required for trees in
turf areas. Stump grinding should be included in pricing for accessible trees.
II. Tree Planting: Planting approximately 200 climate-adapted trees in identified
census block groups (extreme heat and high community vulnerability areas). The
following species/quantities are estimated for replanting
o 1 inch caliper bare root or potted conifer trees
o Approved species: Allegheny Serviceberry, American Basswood, American Elm, Bitternut Hickory, Bur
Oak, Downy Serviceberry, Hackberry, Honeylocust, Ironwood, Kentucky Coffeetree, River Birch,
Shagbark Hickory, Swamp White Oak, White Oak, White Pine

o Includes site prep, following planting best practices, staking, bark protection, and watering for the
warrantee period
III. Notification: Contractor must provide notification to homeowners adjacent to right
of way trees a minimum of 25 days prior to planting and be able to process “opt
outs.” Approximately 67 of the proposed 200 trees will be planted in rights of way.
IV. Maintenance/Warranty: Contractor responsible for watering and maintaining
planted trees for one year. Dead trees must be replaced during warranty.
V. Planning and Authorization: Contractor must provide a monthly planting and
removal plan and have signed approval prior to undertaking the work
VI. Reporting: Contractor must provide species, locations, and counts of trees
removed/planted with invoices, in a format acceptable for grant reimbursement.
VII. Volunteer/Community outreach: Use of volunteers for program implementation
(Planting) and community engagement.

Proposals will be scored by City of Roseville staff. The City reserves the right to consider
additional factors in the best interest of the project and community. The City may reject any
or all quotations and select the proposal that provides the best overall value to the City.
