The City of Clearlake (“ City ”) is requesting proposals from qualified firms (“Proposers”) for ABANDONED VEHICLE ABATEMENT PROGRAM TOWING, STORING, DISMANTLING, AND DISPOSAL SERVICES (“Services”) to establish a Towing Services Agreement ("Agreement").
To serve and promote the welfare of its residents, the City intends to procure the Services, as described below.
The City intends to award a contract for work which includes: 1. Task 1: Passenger and Commercial Vehicle Towing Service The towing, storage, dismantling, and disposal of inoperative and/or abandoned vehicles within the City of Clearlake. This task involves furnishing all labor, materials, equipment, supervision, and incidentals necessary to complete the work in compliance with applicable regulations and contract requirements. Contractors are responsible for ensuring proper disposal of these items in compliance with all applicable local, state, and federal laws. 2. Task 2: Specialized Vehicle Towing Services The towing, storage, dismantling, and disposal of specialty vehicles, including Recreational Vehicles (RVs), Travel Trailers, 5th Wheels, and vessels or watercraft (with or without trailers), within the City of Clearlake. This task involves furnishing all labor, materials, equipment, supervision, and incidentals necessary to complete the work in compliance with applicable regulations and contract requirements. Contractors are responsible for ensuring proper disposal of these items in compliance with all applicable local, state, and federal laws. 3. Task 3: Specialty Vehicle Towing to 16015 Davis Avenue, Clearlake, CA The emptying of sewage holding tanks from City-authorized Recreational Vehicles (RVs), Travel Trailers, or 5th Wheels within the City of Clearlake, followed by towing these vehicles to 16015 Davis Avenue, Clearlake, CA 95422. This task requires compliance with all applicable laws and environmental regulations. Contractors are responsible for ensuring proper disposal of these items in compliance with all applicable local, state, and federal laws.
SCOPE OF WORK
1. The bid amount listed in the Contract shall be for all direct and administrative costs for the towing, removal, storage, dismantling and disposal of vehicles in accordance with the Clearlake Municipal Code and the California Vehicle Code.

2. The Contractor shall be capable of providing abatement services on an on-call basis. There is no guarantee as to the annual contract amount in dollar amounts nor number of vehicles to be abated, as these amounts are dependent upon available City funding, staffing and the number of vehicles requiring abatement by the City.
3. Contractor shall submit to the Code Enforcement Bureau on a monthly basis a request for payment of services performed during the prior calendar month, including the number of vehicles processed under the Contract. For each vehicle processed, the Contractor shall specify in the request for payment, the vehicle description and the date and location of the service.
4. Contractor shall tow, store and dismantle the abandoned vehicles to / at location of Contractor’s Facility, unless specifically directed to tow an RV, travel trailer or 5 th wheel to 16015 Davis Avenue, Clearlake, CA 95422.
5. Contractor shall keep accurate records and documentation, and file certain notifications pertaining to the vehicles abated under this contract as may be required by the City or State of California including, but not limited to, logs, journals, vehicle location, disposition of vehicles and billings.
6. If a response on towing of a vehicle, vessel, RV, travel trailer, or 5 th Wheel trailer cannot be met in a reasonable timeframe, the City has the right to request an alternate tow company.
LICENSES
Contractor, at all times during the duration of the contract, must have a valid Dismantler License or be in contract with a licensed dismantler. Contractor must, at all times during the duration of the contract, have an active business license with the City of Clearlake. Proof of both licenses is required.
CALIFORNIA DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) REQUIREMENTS – AS APPLICABLE
Contractor Registration
1. Effective January 1, 2015, per California State Labor Code Section 1771.1 (a), no contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered with the Department of Industrial Relations and qualified to perform public work pursuant to Section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor code section 1771.1(a).
2. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
3. Notwithstanding any other requirements (including federal labor requirements), this contract may be subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR) as well as the City of Clearlake. Prevailing Wage requirements will apply.
