PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO JOHNSON CONTROLS NAVY SYSTEMS, LLC.
Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) anticipates awarding a Firm Fixed Price (FFP) Single Award Contract for services to overhaul and repair to two (2) permanently installed York R-134 units onboard a Virginia Class Submarine on a sole source basis to Johnson Controls Navy Systems, LLC. This requirement meets the conditions of far 13.106-1(b)(1), only one responsible source is able to provide the type of service that will satisfy the agency requirement. This acquisition of commercial services uses policies and procedures of FAR Subpart 13.5 with appropriate FAR Part 12 provisions and clauses.
The North American Industry Classification Standard (NAICS) code applicable to this procurement is 336611. The small business size standard is 1,250. The Product Service Code is J041.
The period of performance for this acquisition is anticipated to be April 1, 2026, to May 31, 2028.
This Notice of Intent is not a request for Expressions of Interest (EOls), proposals, or quotations. No telephone inquiries will be accepted. No contract award will be made on the basis of EOls, proposals, or quotations received in response to this notice.
Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response.
A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 11 AM ET, 15 November 2025, the contract will be awarded without further notice. No questions will be addressed.
