Description:



This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.





The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine intends to award a firm fixed price contract to Illumina, Inc. located at 5200 Illumina way San Diego CA 92122-4616 USA on a sole source basis to perform preventative maintenance services for a base period and four-year options.

Illumina, Inc is the sole manufacturer and service provider for Illumina maintenance service. The contractor shall furnish all labor, parts, transportation, and travel to perform the preventive maintenance and supply replacement parts (original equipment manufacturer parts) and perform software updates. The Miseq instruments are used by the Human Leukocyte Antigen (HLA) Laboratory for daily testing of transplant patients and donors and utilized to provide high resolution HLA typing results for multiple protocols. It is imperative that the Miseq Sequencing Systems are properly serviced so the Miseq Sequencing Systems are fully operational and functional to support patient care. Illumina, Inc is the only source capable of performing the required preventative maintenance and services. If a third-party service provider performs this service, it may invalidate the warranty, and Illumina, Inc will not be responsible nor liable for the instrument functionality nor for the patient test results which may not be accurate.





This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
