PROJECT LABOR MARKET SURVEY FOR PROJECT LABOR AGREEMENTS (PLA)

The Corps of Engineers Tulsa District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large-scale construction project at Tinker Air Force Base, Oklahoma City, Oklahoma. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will be notified of the results of the evaluation upon request.





The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for the design-bid-build renovation project that includes the construction of fully designed ICD705 compliant facility at Tinker Air Force Base, Oklahoma City, OK..



The proposed project will be a competitive, firm-fixed price construction contract procured in accordance with FAR 15, Negotiated Procurement, using the trade-off process. The Software Integration Laboratory (SIL) is a renovation project that includes the construction of a fully designed ICD705 compliant facility that is located within existing Building 9201 at Tinker AFB, Oklahoma. Building 9201 was constructed in 2000 and is a former General Motors’ vehicle paint facility that is a multi-level structure with an overall area of approximately 820,000 square feet. This SIL project encompasses approximately 295,000 square feet of the overall building space and spans over three floor levels and on the roof. The project includes limited demolition of the concrete building slab and foundations along with the removal of a small amount of unneeded building components, and for the construction of offices, cubicles, conference rooms, laboratories, storage rooms, break rooms, elevators, mechanical and electrical room, communications rooms, restrooms, roof top equipment, sidewalks, general common areas and circulation space. This project also includes Central Utility Plant upgrades, generator installation, exterior HVAC equipment, and construction of employee parking and outdoor break areas.



In accordance with DFARs 236.204, the estimated construction price range for this project is between $100,000,000 and $250,000,000



Estimated period of performance is 720 calendar days.



The North American Industry Classification System code for this procurement is 236220 (Commercial and Institutional Building Construction), which has a small business size standard of $45M.



A project labor agreement is defined as a pre-hire collective bargaining agreement with one or more labor organization that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. § 158(f). See FAR 22.503 policy for details.





In accordance with FAR 22.5 and Executive Order 14063, the use of a Project Labor Agreement (PLA) is required for large-scale construction projects with a total estimated cost of construction at $35 million or more. Therefore, a Project Labor Agreement (PLA) is required prior to contract award for this project.



When awarding a contract in connection with a large-scale construction project (see 22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.





The purpose of this synopsis is to gather information from industry on the use of PLAs in government contracts. Please respond to the questions listed in the attached PLA Labor Market Survey to aid in completion of accurate market research for this project.
