Description

General Services Administration (GSA) seeks to lease the following space:





State: Pennsylvania



City: State College





Delineated Area:



State College, PA and surrounding areas:





North: From the intersection of I-99 (State Route 322) and Buffalo Run Road (State Route 550), the Point of Beginning, travel Northeast on Buffalo Run Road to Rock Road.





East: Continue Southeast on Rock Road to I-99 (State Route 220 Highway). Travel East on I-99 to Shiloh Road. Continue Southeast on Shiloh Road/Summit Road to East College Avenue (State Route 26). Travel Southwest on East College Avenue to Pike Street. Continue South on Pike Street to Boalsburg Road. Travel South along Boalsburg Road to Warner Boulevard.





South: Continue South on Warner Boulevard to Shingletown Road. Travel Southwest on Shingletown Road/West Pine Grove Road (State Route 45) to Tadpole Road.





West: Go Northwest on Tadpole Road to West Gatesburg Road/T307. Continue Northwest on West Gatesburg Road/T307 to Scotia Range Road. Travel Northeast along Scotia Range Road to Scotia Road. Continue Northeast on Scotia Road to Grays Woods Boulevard. Travel North along Grays Woods Boulevard to the intersection of I-99 (State Route 322).

Additional Requirements:




  • The Government shall have access to the space 24 hours a day, 7 days a week. Site must be able to support a 24/7 operation (to include 24/7 heating/cooling) without noise and light interference.

  • Space shall be contiguous and located on one floor.

  • An emergency backup generator is required.

  • The proposed location shall not be listed as an historic building or entity.

  • 500 square feet of secured exterior storage with a hard surface (i.e. pavement, gravel, etc.) is required.

  • Rooftop access and/or a standalone steel lattice tower for several antennas and monitoring devices.

  • Interested parties must provide the name of the building, address, location of available space, rentable square feet offered, and contact information of authorized representative.

  • All interested parties must either submit evidence of ownership or written authorization to represent the owner(s). Any submissions received without documentation of ownership and/or written authorization to represent the owner(s) will not be considered until such time the documentation has been received, which must also be submitted prior to the Expression of Interests Due Date.

  • In cases where an agent is representing multiple ownership entities, broker must provide written acknowledgement / permission to represent multiple interested parties for the same submission.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent or 0.2-percent annual chance floodplain (formerly referred to as “100-year” and “500-year” floodplains, respectively).





Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). At this time, the Government is only considering existing buildings, and will not consider new construction options.





Expressions of Interest (EOIs) must be received in writing no later than November 21, 2024 by 5:00PM EST, and should include the following information at a minimum:





• Location of space in the building and date of availability



• Rentable Square Feet (RSF) offered and full-service rental rate per RSF



• ANSI/BOMA Office Area (ABOA) square feet offered and full-service rental rate per ABOA SF



• Floor plans (as-built) identifying offered space and building elevation plan to scale



• Provide site map demonstrating the property lines



• Name, address, telephone number, and email address of authorized contact



• Evidence of ownership or written authorization to represent the owner(s)
