THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm fixed price purchase order under the authority of 41 U.S.C. 3304(a_(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) – Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirement and is not a request for completive proposals. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Carl Zeiss Microscopy, LLC for Premium Service Contracts for multiple microscopes located at various labs.

The Twinbrook Imaging Facility (TIF), Laboratory of Immunogenetics (LIG) supports both NIAID and other NIH institutes on the Twinbrook Campus, all critical to the future of human healthcare. Due to the heavy usage, the systems must be calibrated and serviced periodically. In addition, they must be repaired quickly when failures occur. It is essential that the systems be restored to full operation as soon as possible to avoid downtime. It is critical to maintain and service the LSM 880 super resolution microscope being used in imaging experiments taking place at the TIF in the support of many projects. The LSM 880 is a sophisticated instrument and can only be serviced by certified repair staff in the event of a breakdown and it must receive yearly tuning to operate at the necessary specifications.
Carl Zeiss Microscopy LLC., is the manufacturer for this service and associated upgrades and does not utilize resellers. Only Carl Zeiss Microscopy LLC. technicians are trained experts in maintaining and upgrading the equipment and are the only ones able to access the technology necessary to meet the government’s requirements.
