ADDENDUM NO. THREE (3)

O'Leno State Park - Boardwalk Replacement

DEP BID NO. BDC09-25-26

TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION.

NOTICE

It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid.

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question:  Regarding the 12 helical piles, what testing or verification methods are required to confirm the 8-kip compression capacity, and who will bear the cost if the depths exceed the estimates?

Answer:  Verification of the pile installation will be required through monitoring the torque meter readings. Installation of the CHANCE piles will need to occur using their torque meter and converting the value to a compressive capacity. Submit RFI for depth deviations.

2. Question:   Given the park's remote location and river access restrictions, what limits on equipment, like no heavy machinery in wetland, or work hours are there that might require phased or manual work and extend the schedule?

Answer: Trail will accommodate UTV (Utility Terrain Vehicle) and equipment needs to stay on trail. Site visit recommended.

3. Question:  Can we disturb the ground around the boardwalk, or does the project need to be built from the top down without any ground impact?

Answer: Ground disturbance must be minimized during construction. A top-down approach should be implemented; however, there will be areas where disturbance will occur such as at locations where framing members touch or are located below the grade line.

4. Question:  If existing wooden piles are found to be damaged and need replacement, how will the Department compensate the contractor?

Answer: Submit RFI and engineer will evaluate.

5. Question:  What criteria will be used to determine if existing piles need to be replaced?

Answer: Piles split or rotted or those damaged at the beam connection locations will need to be evaluated by the engineer.

6. Question:  Framing Plan Repair Notes, 5, on sheet S202.1, states that all connectors, plates, fasteners, and washers are to be hot-dipped galvanized or 316 stainless. There's a wide range in costs between the two. Can the department clarify which one to use to ensure accurate and comparable bids?

Answer: Regardless of location, all bolts, nuts, washers, etc. at Boardwalks #3, #4 and #5 are to be 316 SS, see note in box on sheets S202.2 and S202.3. At Boardwalks #1, #2 and #6 bolts, nuts, washers, etc. may be hot-dip galv. (HDG) if not in contact with the ground. Those in contact with the ground are to be 316 SS. All screw fasteners securing deck boards and railing caps are to be 316 SS. Other fasteners, screws, nails, etc. are also to be 316 SS.

7. Question:  Framing Plan Repair Notes, 5, on sheet S202.1, states that bolts and fasteners that make contact with the ground are to be stainless. Can you clarify if this means 304 or 316 stainless? There's a big cost difference and clarifying this would help ensure bids are comparable.

Answer: All bolts, nuts, washers, fasteners, etc. in contact with the ground are to be 316 SS.

8. Question:  If additional damage to areas not called out on the plans is discovered and needs repair, how will the contractor be compensated for the work?

Answer: Submit RFI. Engineer and FDEP will evaluate.

9. Question:  Given that many helical pile manufacturers like CHANCE require certified installers through their training programs which show a solid understanding of installation per Hubbell/CHANCE guidelines, does the project require proof of certification for the contractor or subcontractors? And what happens if non-certified personnel install the piles, potentially voiding warranties or failing code inspections?

Answer: Certified CHANCE installers or approved equal will be required for this project.

10. Question:  The addendum notes uncertain pile depths due to limited soil information. What liabilities does the contractor assume if underground voids like caves or sinkholes, or other unforeseen obstructions, require depths far exceeding the 20-foot estimate, leading to extra pile extensions, equipment, or redesign costs not covered in the base bid?

Answer: Submit RFI. Design team will evaluate.

11. Question:  What level of erosion control monitoring will be required, given the environmental sensitivity of the work area?

Answer: Ideally, this work will be performed in the dry season when the possibility of erosion and flooding is minimized. Monitoring of the erosion control will need to be performed daily by the contractor.

12. Question:  There are unknowns with the existing wood structure. If it's discovered that repairs not called out on the plans are needed, how will the contractor be compensated and what criteria will be used to determine repair needs?

Answer: Submit RFI. Design team will evaluate.

13. Question:  What level of archaeological monitoring is required? Will someone need to be onsite at all times, and is this the contractor's responsibility?

Answer: Refer to “Instructions to Bidders” document and DHR letter.

14. Question:  If artifacts or remains are found, will this be treated as a compensable delay or force majeure?

Answer: Refer to “Instructions to Bidders” document.

15. Question:  Can vegetation around the boardwalks be cleared to access the structure?

Answer: Ground disturbance must be minimized during construction. A top-down approach should be implemented.

16. Question:  If a protected species is identified or discovered during construction, resulting in a stop-work order, what are the protocols, and will FDEP cover the costs for delays, environmental surveys, relocation, and so on?

Answer: Refer to “Instructions to Bidders” document.

17. Question:  Will Mill Certifications be required as part of this project? If so, for what items?

Answer: Not required.

18. Question:  Will any procurement requirements such as Buy American or Buy America, be a part of this project?

Answer: Refer to “Instructions to Bidders” document.

19. Question:  Will steel/iron need to be produced in the United Sates? If so, what level of documentation will be required to verify?

Answer: Refer to “Instructions to Bidders” document.

20. Question:  Are there any work restrictions? Time, weekends, holidays, events?

Answer: Holidays and events need preapproval. Weekends need advance scheduling with the Park.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
