Clarence E. Morgan- Phase II

Effingham County Board of Commissioners is soliciting sealed proposals for the Phase 2 Development of the Clarence E. Morgan Recreation Complex, located at 1750 GA Highway 21 South, Springfield, Georgia. The project will develop approximately 79 acres of currently undeveloped land and includes new baseball fields, multi-use/soccer fields, expanded parking areas, a dog park, a splash pad, pavilions, restrooms, shelters, sidewalks, and a multi-use trail. Associated site work includes drainage improvements, utility extensions, stormwater ponds, and other supporting infrastructure.

Proposals must be submitted electronically through the County’s eProcurement Portal by 2:00 PM (Eastern Time) on Tuesday, January 27, 2026 . Only the names of submitting firms will be available until a contract is awarded.

The County reserves the right to reject any or all proposals, waive technicalities, and modify the project scope as needed. Detailed submission instructions are included in this RFP. If you do not intend to submit a proposal, please select no-bid.
