1. Introduction/Background
The US Army Combat Capabilities Development Command – Armaments Center (DEVCOM-AC) is issuing this sources sought notice as a means of conducting market research to identify potential sources interested in providing commercial off-the-shelf (COTS) Creo training courses via Blanket Purchase Agreements (BPAs).
BPAs establish an agreement between a government buyer and a contractor to fill repetitive needs for supplies or services. The Blanket Purchase Agreement does not obligate any funds. The government shall be obligated only to the extent of authorized purchases actually made via a properly executed BPA Call Orders, Contract Ordering Official Cardholder (COOC) orders, and Government Purchase Card (GPC) orders under these agreements. It is anticipated that the majority of orders placed against these BPAs will be via GPC.
DEVCOM-AC technical employees utilize the Creo Modeling & Simulation software for creating and editing parts and assemblies. Training is needed for employees to become proficient in using this software. The courses will be instructed to an audience of mainly engineers, scientists, and technical personnel. The provider will host online training on MS-Teams, Zoom or other secure government-authorized meeting platforms. If there is a rare need for on-site training, DEVCOM-AC will provide appropriate facilities for in-person training to be held on-site at Armament University at Picatinny Arsenal, New Jersey.

3. Requirements:
3.1. The Creo training shall include but may not be limited to the following types of Creo courses:
• Introduction to Creo Solid Modeling
• Creo Advanced Part Design
• Creo Advanced Assembly Design & Management
• Sheet Metal Design, Mechanism Design
• Introduction to Creo for Non-Designers
• Model Based Design
• Introduction to Creo for Non-Designers
• Documentation, Design, & Detailing
• Creo Surfacing
• Creo Cable & Harness Design
• Other commercially available Creo courses may be requested depending upon the need
3.2. The required training will be held predominately online on MS-Teams, Zoom or other secure government-authorized meeting platform, with occasional requests for on-site in-person training at Picatinny Arsenal, NJ.
3.3. The courses must be instructed by a live instructor with approximate start and end times of 8:00AM to 4:00PM in the Eastern Time Zone.
3.4. The courses should provide participants with the ability to use the Creo program for the subject matter presented. DEVCOM-AC employees will have the use of computers to take the online training and will have the Creo program installed on their machines. The training should be interactive instruction with student needs and capabilities regularly checked on.
3.5. The vendor shall provide to Technical Point Of Contact (TPOC) a proposed agenda for each course that incorporates the learning objectives as well as the instructor’s approach for the training.
3.6. Upon successful completion of the course, the vendor shall provide each participant with a Certificate of Completion. The vendor shall also provide attendance data to TPOC no later than 2 business days after the course has been completed.
4. SUBMISSION DETAILS
If your organization has the potential capacity to provide the required training, please provide the following information:
1) Organization name, address, primary points of contact and their email addresses, Web site address, telephone number, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.)
2) Tailored capability statements addressing the requirements of this notice (e.g., product brochure, catalog, etc). If significant subcontracting or teaming is anticipated in order to deliver the training, please identify your major partners or suppliers.
3) Whether your company will accept Government Purchase Card (GPC) as form of payment and if there will be any GPC processing fee applied.
