Request for Quotes – Solar Construction
Tanana Chiefs Conference (TCC) Energy Department is soliciting quotes from qualified contractors (s) to provide all labor, materials, and equipment for the construction and commissioning of seven solar arrays. These systems will be deployed across seven remote Interior Alaska communities: Minto, Grayling, Huslia, Venetie, Fort Yukon, Tok, and Ruby.

Project Scope
Contractors will be responsible for providing all labor, materials, and equipment necessary to deliver fully operational Solar Array’s to each community’s energy needs.

Award Structure
Contracts will be awarded by individual location. Bidders are not required to submit proposals for all seven sites to be considered responsive.

Registration
Proposers are required to register no later than 5:00 P.M. on December 5, 2025, to receive any addenda notifications. To register, email to Edward Dellamary at edward.dellamary@tananachiefs.org

Written Questions
All questions must be submitted in writing to Edward Dellamary at the above email address prior to 5:00 P.M. on December 5, 2025.

The final Addendum responding to submitted questions shall be released no later than December 10, 2025.

I.
SOLICITATION
Tanana Chiefs Conference (TCC) is soliciting quotes from qualified contractors (s) to provide
all labor, materials, and equipment for the construction and commissioning of seven solar
arrays designed by Electric Power Systems. These systems will be deployed across seven
remote Interior Alaska communities: Minto, Grayling, Huslia, Venetie, Fort Yukon, Tok, and
Ruby all of which currently rely entirely on diesel power generation.
This initiative reflects TCC’s commitment to reducing energy costs and modernizing energy
infrastructure through renewable energy solutions. Together with the Battery Energy Storage
System (BESS) project awarded in November 2025, the solar arrays will enhance grid
reliability, with installation targeted for Summer 2026.
These communities present unique construction challenges due to extreme temperature
fluctuations and limited accessibility:
Road Access: Only Minto and Tok are road accessible.
Air Access: Venetie is accessible exclusively by plane.
Barge Access: Grayling, Huslia, Ruby, and Fort Yukon are served by seasonal barge
service, primarily via Ruby Marine Services.
Contractors must be equipped to manage complex logistics tailored to each site’s conditions
and timeline.
Each community is served by a different electric utility, which owns and operates the local
electrical infrastructure and will be directly involved in the solar array interconnection:
Alaska Village Electric Cooperative (AVEC): Minto, Grayling, Huslia
Alaska Power & Telephone (AP&T): Tok
GZ Utility Company: Fort Yukon
Native Village of Venetie Tribal Government: Venetie
City of Ruby: Ruby
TCC will act as a liaison between the contractor (s), utilities, and other stakeholders to ensure
smooth coordination. Land use permissions have been or will be secured for all project sites
prior to construction.
The selected contractor (s) will be responsible for:
Procuring all necessary materials and equipment.
Managing delivery and logistics to each village site.
Installing solar arrays per design documents and utility standards.
Commissioning systems for full operational readiness.
Coordinating with the BESS contractor for seamless integration.
Contractors must be prepared to begin work promptly and manage the demands of an
accelerated summer 2026 construction schedule. Successful execution will require effective
coordination, strict adherence to scope, and on-time delivery.
This project is funded through multiple federal and state sources. Contractual obligations will
vary by site and must comply with the specific terms and conditions associated with each
funding stream.

TCC has a file limit of 20 MB size limit for email.
A contact list will be made available to interested bidders upon request, for accommodations
and equipment.
Note: Participation in this RFQ process does not guarantee a commitment to contract with
TCC, nor does it obligate TCC to compensate for quote preparation expenses. TCC reserves
the right to select or reject any quote, issue subsequent RFQs, correct procedural errors, and
contract one or more firms for the services described herein.

A. Project Locations: Solar Arrays will be installed in each of the following communities:
Minto, Grayling, Huslia, Tok, Venetie, Fort Yukon, and Ruby, Alaska. Installation locations
are illustrated in Attachment B – Solar Site Survey.

III. SCOPE OF WORK
The scope of work outlined below is to be completed by the contractor in accordance with
the terms and conditions of the contract and all applicable project requirements.
The selected contractor will provide all labor, equipment, and materials unless otherwise
specified to complete the installation and commissioning of seven solar PV systems as
design documents. This includes procurement, delivery, installation, testing, and
coordination of all components listed in the equipment responsibility matrix. Contractors must
ensure proper site preparation, construct inverter huts per drawings, coordinate utility
interconnection, and establish communication infrastructure. All work must meet design
specifications, utility standards, and project timelines.

Procurement Responsibilities
The selected contractor shall be responsible for procuring all required equipment and
materials, unless otherwise specified. To the greatest extent practicable, the contractor shall
purchase, acquire, or utilize goods, products, and materials manufactured in the United
States, in accordance with applicable laws and regulations;
FEOC Compliance as defined under 26 U.S.C. § 48E of the Internal Revenue Code
Buy America Act (48 CFR 52.225) per Bureau of Indian Affairs (BIA) Amendment 14, and
Contract Clause “Buy American Supplies” 25.1101 (a)(1), and
Contract Clause “Notice of Buy American Requirement – Construction Materials Under Trade
