Official RFP Posting. Questions/Answers will be provided with this posting upon consolidation and completion of the questions/answers by the government technical team.



The following compilation of questions/answers has been provided for offeror information. Additionally, these questions/answers have been provided in a .docx attachment.





1. QUESTION: “There are no feature/function specifications listed, only “The students shall calculate Call For Fire / Message To Observer transmissions in accordance with (IAW) Joint NATO requirements.” At a minimum, must solutions comply with the Joint Fires Memorandum of Agreement (MOA)? Accredited by the Joint Staff?”



RESPONSE: It is the offeror’s responsibility to determine and apply Joint NATO requirements in the calculation of Call For Fire / Message To Observer transmissions as described in SOW paragraph 3.2.1, Stationary Joint Fires Classroom Training System (Tunisia).



2. QUESTIONS: “Section E: all CLINs list the Ship To and Service Performance Site as PEO STRI. SECTION D states for every CLIN the Inspection and Acceptance Location is PEO STRI. Where will GAT, NET, etc. take place? Will the systems be inspected and accepted at PEO STRI and then sent to Taiwan and Tunisia?”



RESPONSE: The drafting program used contains limitations.




  1. Statement regarding PEO STRI being the Ship To and Service Performance Site for Section E CLINS is correct.

  2. Statement regarding PEO STRI being the Inspection and Acceptance Location for Section D CLINS is correct.

  3. GATs will be performed at the Contractor’s facility. Government inspection and acceptance of the systems will occur only after successful GATs completion; (All deficiencies addressed, corrected, and validated.)

  4. NETs will be performed in Taiwan and Tunisia following completion of the On-Site Acceptance Test for the systems.



3. QUESTION: “Can subcontractor Past Performance be used?



RESPONSE: Yes subcontractor past performance will be acceptable as long as it meets the minimum criteria of L.5.1 and M.1.3.1.



4. QUESTION “We have Past Performance with Government end users, sold through the DLA TLS program. To whom do we send the PPQ—the end user?”



RESPONSE: See L.5.1. of the RFP



5. QUESTION: “ISO Certification: This acquisition is for COTS items; we request PEO STRI waive the requirement for ISO Certification or change to just the HW supplier chain.”



RESPONSE: The requiring activity has evaluated this request and has deemed this requirement will not be waived.





6. QUESTIONS: “Tunisia: the stationary classroom shall include stadium seating...who provides the facility? One reading of the requirements is that the contractor will be given an empty space and have to build out seating, A/V, plus the training system. Please confirm the contractor will look at an existing facility and provide our requirements to perform in that facility, but not build it out—the Government of Tunisia will build it out.”



RESPONSE: It is assumed that Tunisia will have a facility available for the JFSC. The Offeror should include in its proposal the installation of the stadium seating classroom described in SOW Paragraph 3.2.1, Stationary Joint Fires Classroom Training System (Tunisia).



SOW Paragraph 3.2.2, Tunisia Training Facility Site Survey, states that the survey will be conducted by the USG and Contractor to determine if the existing Tunisia facility meets the requirements for JFSC installation. Contract CDRL B004 directs the contractor to submit a Training Facilities Report (TFR) addressing the facility requirements and any deficiencies noted.



7. QUESTION: “Who provides the printer for Tunisia?”



RESPONSE: The offeror will be responsible for providing a Printer for the Tunisia Joint Fires Stationary Classroom system. SOW paragraph 3.2.1 states that a printer shall be provided so that the Instructor can print maps directly from the IOS to correspond with the virtual databases.



8. QUESTIONS: “What constitutes a Student Station for Tunisia? Laptop, license, etc.?”



RESPONSE: It is the offeror’s responsibility to identify to the Government its proposed JFSC Student Station hardware/software equipment solution.



9. QUESTIONS: “Tunisia: Is the enhanced student station for the VR? Does the requirement include a separate laptop for the Enhanced Student Station?”



RESPONSE: The Tunisia JFSC Enhanced Student Station provides for mission training using the Virtual Reality Headset and simulated Laser Target and Range Finder capabilities. The Enhanced Student Station has its own laptop computer to support these simulation capabilities.



10. QUESTION: “What terrains are required?”



RESPONSE: Three geo-typical terrain databases are required; desert, jungle, and urban areas, and include both flat and mountainous areas. Both the Joint Fire Portable and Stationary visual systems must be capable of supporting new terrain databases, both geo-typical and geo-specific.



11. QUESTION: “Will these procurements be facilitated by the USG or a direct commercial sale to the end users? It looks like the USG would be making the purchase based on the draft contract. I ask only for tax/export considerations as selling to a foreign country is much more complicated than selling to the USG.”



RESPONSE: The USG is responsible for acquisition of the Taiwan and Tunisia Joint Fires systems described in the solicitation. There is no direct commercial sale involved with this acquisition.



12. QUESTIONS: ‘It appears that Tunisia is asking for a system similar to the legacy CFFT system that is still in use (but being phased out) for the US Army basic call for fire course. Are they open to more modern and future proof solutions than the Steiner binoculars? Their current approach will lead to severely limited training capabilities. Contractor has been working directly with the Fires Center of Excellence in Army Location to address this exact training capability and has developed handheld training modules that are fielded on COTS devices. They use virtual binoculars and are capable of single player training which drastically increases the efficiency of a classroom by over 30x. We believe this training medium will become standard for the US Army and NATO allies in the coming years. Is there any way we can draw up a proposal to Tunisia based on this technology so they don't purchase a training program that will be obsolete very quickly?



RESPONSE: The offeror must propose a solution meeting the minimum requirements of the solicitation. The government is procuring this under an approved Letter of Offer and Acceptance (LOA) from each country..



13. QUESTION: “We are wondering if we can provide independent responses for Taiwan, or must offers submit responses for both Taiwan and Tunisa?”



RESPONSE: Offerors must submit one proposal to include both Taiwan and Tunisa Joint Fires systems.



14. QUESTION: “Is there any incumbent/recompete or this is a brand-new project?”





RESPONSE: This acquisition provides for a new requirement with no incumbent contractor.
