INTENT TO SOLE SOURCE
The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 21, intends to enter into a sole source procurement for software, maintenance and technical support for a UDI tissue tracking for the VA Northern California Health Care System (VANCHCS), Pathology & Laboratory Medicine Service. The Department of Veterans Affairs intends to award a sole source, firm-fixed price contract to Champion Medical Technologies, Inc. 765 Ela Rd Ste 200, Lake Zurich, IL. 60047-6305. The associated North American Industry Classification System (NAICS) Code is is 541511, Custom Coputer Programming Services, $30.0 million SBA size standard and the Product Service Code (PSC) is Q201 – Medical – Managed Healthcare.
This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government’s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government’s belief that the proposed vendor is the only provider of the maintenance and technical support for the UDI Tissue Tracking Software that can meet the agency’s needs.
Interested persons may identify their interests and capability to respond to this requirement no later than 3:00 PM Pacific Time, Friday November 8, 2024. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.

THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS/SOLICITATION.
