Description:
GSA is hosting a virtual Industry Day, via Google Meet, for construction industry professionals who are interested in the International Falls Land Port of Entry (LPOE) project. The anticipated project is a new land port of entry on the northern border in Minnesota. The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. The Department of Homeland Security (DHS) - Customs and Border Protection (CBP) is the current tenant.
The intended delivery method is Design-Bid-Build (DBB) which will result in a firm-fixed price Contract to a General Construction Contractor (GC). The scope of work includes all labor and materials required to provide construction services for the International Falls Land Port of Entry project. The services requested of the GC shall cover a wide range of design and construction activities. The GC shall be a member of the project team during construction and turnover/closeout stages. The GC selected for this project shall work in alignment with the GSA and GSA’s selected team, including the Architect and Engineer (A/E) firm, Snow Kreilich Architects (SKA) and the Construction Manager as Agent (CMa) Jacobs Technology, Inc. (Jacobs). The services requested of the GC will cover a wide range of activities during construction and turnover/closeout stage, scheduling and general construction services.

This Industry Day seeks to provide an opportunity for interested Prime contractors and interested Subcontractors to network in advance of the issuance of the Request for Proposal. GSA will email the participating contractors a list of the attendees (please state in the RSVP if your firm does NOT want to be included on the participant contact distribution).
Contractors/firms interested in participating in the industry day are requested to respond via email to the Contracting Officer, Anna Vanko, at anna.vanko@gsa.gov, and Contract Specialist, Ulyana Gunkelman, at ulyana.gunkelman@gsa.gov, no later than 3:00pm Central Time on Thursday, May 15, 2025. Please provide your firm’s name along with the individual(s) name, phone number, and email addresses of who will be attending. The Google Meet information will be provided upon receipt of the RSVP.
This will be an excellent opportunity for contractors with NAICS code 236220 and similar construction experience to learn more about this upcoming project and the acquisition strategy. This event is open to all contractors. This announcement is not a request for proposal. GSA will not assume responsibility for costs incurred by attendees for their travel expenses for this marketing and outreach event.
