Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Baker Tilly Advisory Group, LP, for a two (2) year period, at an estimated cost of $238,400.27, for consultation and evaluation services of the County’s compensation and job classification structures utilizing the firm’s Systematic Analysis and Factor Evaluation (SAFE) methodology. The SAFE methodology is a proprietary, job evaluation framework designed for public-sector organizations to ensure internal equity and compliance with the Equal Pay Act. This technique is used in compensation studies to objectively measure the value of job classifications, independent of the individuals holding the roles, to create a fair, competitive, and defensible pay structure. This method will enable the recruitment and retention of a highly skilled and stable workforce, ultimately enhancing County staff to provide exceptional service delivery to the public. This procurement is being made in accordance with Section 3-205(2)(g) of the County’s Procurement Policy as Baker Tilly Advisory Group, LP has unique expertise, the result of which is dependent primarily on the firm’s proprietary framework and expert knowledge in this specialized field of work. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
