South Coaldale Regional Storm Water Management Facility – Detailed Design and Construction Administration Services
The successful Proponent will outline the team of professionals available to perform the following
scope of work:
a) The detailed design will be based on the preferred design of constructing a retention pond
(wet pond) as outlined in the Malloy Drain Stormwater Improvements Feasibility
Assessment (2023). The full scope of work is not limited to, but may encompass the
following:
 Project Management.
 Review and be familiar with the existing reports / materials associated with the
project including the following as listed by level of importance:
o Malloy Drain Stormwater Feasibility Assessment (MPE, 2023)
o Phase 2 Preliminary Engineering Report (MPE, 2015)
o Malloy Drain Three Year Project Implementation Plan (MPE, 2014)
o Malloy Drain Project Implementation Plan (MPE, 2011)
o Malloy Drain Master Drainage Plan (MPE, 2010)
o Town of Coaldale Infrastructure Master Plan (MPE, 2019)
 Consult with key stakeholders, such as, but not limited to, Alberta Transportation
and ATCO Gas prior to commencing detailed design.
 Detailed evaluation of existing infrastructure along project extents (both Highway
845 right-of-way and Town’s right-of-way).
 Coordination of shallow utility crossings / realignments / lowering (as required).
 Detailed design for the new stormwater management facility, including maximizing
storage volume and other parameters identified in the feasibility assessment.
 Overall design to be in accordance with the following legislation / guidelines:
o Alberta Environmental Protection and Enhancement Act
o Alberta Water Act
o Canada Fisheries Act
o Current Water Act Approval
o AEPA Standards and Guidelines for Municipal Waterworks, Wastewater,
and Storm Drainage Systems - Part 5 Stormwater Management Guidelines
 Consult with AEPA to explore variances from to recommended maximum active
storage depth and associated Best Management Principals (BMPs) (as required).
 Integrating stormwater functionality with ecological restorations and enhancement
including but not limited to:
o Subgrade and finished grades
o Shoreline and bed conditions
o Seeding and planting of vegetation suitable for an aquatic environment
o Technical specifications relating to environmental design elements
o Integration with water level control elements in outlet structure design that
is part of the conveyance design.
 Incorporating sediment removal and promote water quality measures into design.
 Submit a new registration application with AEPA, including final design and
coordinate the approval process.
 Construction staging plan with consideration of traffic impacts and safety.
 Detailed cost and quantity estimates.
 Contracting and procurement strategies.
 Preparation of construction, pre-qualification, and tender documents.
b) Provide contract/construction administration and engineering services during construction
of all work described above in items (a), which may include, but is not limited to:
 Prequalification evaluation, administration, and recommendation.
 Tender evaluation, administration, and recommendation.
 Contract administration.
 Management of construction budget and schedule.
 Ensure Contractor and Consultant follow safety programs.
 Interpretation of the design.
 Inspections and materials quality assurance testing as per Quality Assurance
Program to monitor the quality control work of the contractor.
 Review, approve, and monitor traffic accommodation, detours, and erosion control
plans.
 Review, approve, and monitor quantities submitted by the Contractor.
 Contract close out.
 Record Drawings.
Note: The contractor bid documents will outline that the contractor will be responsible to provide
construction surveys. However, the Consultant will be required to provide the contractor with
design layout DWG’s, grading surfaces / alignments, survey control (control points), and any
consultant surveys for inspection (QA).
