Summary

The City of Seattle is seeking proposals for Rare, Threatened, and Endangered Plant Surveys and Monitoring Surveys for the Boundary Hydroelectric Project 2026-2028 . Proposals are due no later than 4:00 pm on Wednesday, March 18, 2026 . All questions are to be submitted through the e-procurement portal at https://procurement.opengov.com/portal/seattle no later than 4:00 pm on Monday, March 9, 2026 .



Background

City Light requires a Botanical Consultant (Consultant) to assist with Rare, Threatened, and Endangered (RTE) plant monitoring at the Boundary Hydroelectric Project (Project). City Light’s Federal Energy Regulatory Commission (FERC) Project license requires implementation of a Terrestrial Resources Management Plan (TRMP). The TRMP includes provisions to monitor known subpopulations of RTE plant species in Project Boundary or associated with Project mitigation sites during the 42-year license period and pre-disturbance surveys so risks can be assessed, and protection, mitigation, or enhancement measures can be developed. For the purposes of this scope of work, species of fungi and lichens with federal or state protection are also included.
