Summary

Through this Request for Proposals (RFP), Stanislaus Council of Governments (StanCOG) is seeking the services of a qualified firm to provide grant writing services for development and submittal of applications for competitive funding programs administered by the Federal Highway Administration (FHWA) and California Transportation Commission (CTC). The contract which may be awarded shall be an amount not to exceed $150,000. StanCOG reserves the right, in its sole discretion, to increase the total contract amount during the term of the Agreement to $200,000 subject to the documented need for the increased services/deliverables, the availability of budgeted funds, written mutual agreement by both parties to amend the contract, and approval by the StanCOG Policy Board.

Federal programs administered by FHWA include but are not limited to the following: the Better Utilizing Investments to Leverage Development (BUILD) grant program, the National Infrastructure Project Assistance grants program (Mega), the Nationally Significant Multimodal Freight and Highway Projects grants program (INFRA), and Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Program.

State programs administered by the CTC include the Active Transportation Program, Local Partnership Program, Solutions for Congested Corridors Program, and the Trade Corridor Enhancement Program.

StanCOG will be submitting competitive grant applications to the FHWA and to the CTC.

Background

StanCOG is the Metropolitan Planning Organization (MPO) and Regional Transportation Planning Agency (RTPA) for Stanislaus County.

StanCOG is seeking grant writing assistance to secure funding for phases/segments of State Route (SR) 132 West. SR 132 West, SR 99/SR 132 Interchange (in prior documents referred to as Phase 2 or Phase 2A), is estimated to cost $256 million to construct. This project will provide new connections between SR 99 and the new alignment of SR 132. It is currently in design and right-of-way phases. A future widening from two to four lanes of SR 132 West from SR 99 to Gates is envisioned but it will not be part of upcoming grants in the near future.

StanCOG is exploring opportunities to build the interchange in phases. StanCOG has applied for a grant for Congestion Mitigation and Air Quality Improvement Program funds for State Route 132 West, Kansas Avenue Active Transportation Improvements. This is a portion of the interchange project that would replace the overcrossing for SR 99 at Kansas Avenue with a wider facility with Class II bike lanes and sidewalks on both sides. This facility could qualify for funding from California’s Active Transportation Program.

StanCOG may also need grant writing for other projects, not yet identified.
