REQUEST FOR PRICING
ROADSIDE LITTER, TRASH & DEBRIS
CLEANUP SERVICES
ANNUAL CONTRACT
Bid No. 2026-23
Issue Date: September 11, 2026
City of Covington - Roadside Litter, Trash & Debris Cleanup Services

INTRODUCTION:
The City of Covington is soliciting sealed bids from qualified contractors to provide recurring roadside litter, trash,
debris, and related cleanup services along designated City roadways and at designated Georgia Department of
Transportation (GDOT) interstate interchange/right-of-way locations. The intent of this annual contract is to
provide dependable routine removal of litter and municipal solid waste while maintaining safe operations, proper
disposal practices, and consistent documentation.
The work is divided into separately priced and separately awardable schedules. Bid Schedule A covers designated
City roadway segments. Bid Schedule B covers designated GDOT right-of-way/interchange locations. The City
may award Schedule A only, Schedule B only, both schedules to one Contractor, or the schedules to different
Contractors, as determined to be in the City's best interest.
SCOPE OF WORK:
The Contractor shall furnish all labor, supervision, equipment, vehicles, materials, permits, safety devices, traffic
control, hauling, disposal, and incidentals necessary to perform the services. Routine services include:
* Collecting litter, trash, debris, and other municipal solid waste from the designated service areas.
* Bagging, loading, hauling, and legally disposing of all collected material at an appropriate disposal facility.
* Removing ordinary roadside debris that can be safely and legally handled by the Contractor's personnel and
equipment.
* Providing all required personal protective equipment, high-visibility apparel, warning devices, signs, cones,
vehicle lighting, and other safety equipment.
* Coordinating work with the City's schedule and with other City or GDOT activities when necessary.
* Leaving each serviced roadway, interchange, and work area in a clean and orderly condition.
BID SCHEDULE A - CITY ROADWAY LITTER CLEANUP
Schedule A consists of monthly litter, trash, and debris cleanup along the eight City roadway segments identified in
Exhibit A. Each listed segment shall be priced separately on a per-service basis. The price for each segment shall
include complete cleanup of both sides of the roadway and the associated accessible public right-of-way within the
identified segment limits.
The City has measured the eight roadway segments at a combined 49,603 centerline feet, or approximately 9.395
centerline miles. Centerline mileage is used to describe and administer the City roadway work. One centerline mile
means one mile of roadway measured along its centerline, with cleanup of both sides of that roadway included in
the service.
BID SCHEDULE B - GDOT RIGHT-OF-WAY / INTERCHANGE LITTER CLEANUP
Schedule B consists of litter, trash, and debris cleanup at three designated I-20 interchange areas. Each interchange
shall be priced separately on a per-interchange, per-service basis. Bidders shall provide pricing for two service-
frequency alternatives: (1) monthly service, twelve (12) services per year; and (2) twice-per-month service, twenty-
four (24) services per year. The City will select the desired frequency at award or as otherwise provided by the
Contract.
Unless specifically excluded, the per-service price for each GDOT interchange shall include the entire defined
service area, including entrance and exit ramps, ramp shoulders, gore areas, medians, accessible GDOT right-of-
way, and applicable bridge/overpass areas. Where the crossing roadway passes over I-20, the surface of the
bridge/overpass is included. Where the crossing roadway passes beneath I-20, the roadway, shoulders/right-of-way,
City of Covington - Roadside Litter, Trash & Debris Cleanup Services

and accessible areas beneath the bridge are included. The Park & Ride area is excluded from this contract and will
continue to be maintained by City staff.
ACCESSIBLE RIGHT-OF-WAY:
For purposes of Schedule B, "accessible right-of-way" means areas that can be accessed and serviced safely and
lawfully using the Contractor's personnel, vehicles, equipment, and required traffic-control measures. The
Contractor shall not enter an area when conditions create an unreasonable safety hazard or when additional lane
closures or traffic-control measures beyond those contemplated by the Contract would be required. Such conditions
shall be promptly reported to the City. This provision does not relieve the Contractor of responsibility for safely
servicing the areas included in the defined interchange limits using appropriate routine traffic-control and safety
measures.
GENERAL REQUIREMENTS:
* Personnel shall be qualified, properly supervised, and sufficient in number to perform the work safely,
timely, and professionally.
* Personnel shall maintain a clean, neat, and professional appearance while performing work under this
Contract.
* Clothing shall be appropriate for roadside litter collection and the work being performed and shall be
reasonably clean and free from excessive stains, rips, tears, or other conditions that present an
unprofessional appearance.
* All clothing and footwear shall also comply with applicable safety requirements.
* Required personal protective equipment and high-visibility apparel shall be worn at all times when required
by the work location or applicable safety standards.
* The Contractor shall comply with applicable federal, state, local, and GDOT requirements, including
applicable permits, licenses, safety requirements, and lawful disposal requirements.
* The Contractor shall protect the traveling public, adjacent property, utilities, landscaping, drainage
facilities, signs, guardrails, and other infrastructure.
* Routine hauling, disposal, labor, supervision, equipment, traffic control, and incidentals shall be included in
the applicable bid price unless specifically identified as an additional service.
* Quantities and route measurements are estimates. The City may increase, decrease, add, delete, or
temporarily suspend work according to its needs.
* No work outside the recurring scope shall be billable unless authorized in writing by the City.
CONSTRUCTION-ZONE EXCLUSION:
If a listed area or portion thereof is under construction and located inside orange construction barrels, cones,
barricades, fencing, or other marked construction-control devices, the Contractor shall not be required to enter or
clean that portion unless the City provides written direction establishing a safe special-cleanup arrangement. Such
excluded area will not be considered a missed service or performance deficiency.
ACKNOWLEDGEMENT OF RFP:
Each potential respondent should acknowledge receipt of the RFP by email no later than October 6, 2026, and
identify its primary point of contact for future notices and addenda.
