REQUEST FOR BIDS (RFB)
BID NAME/PROJECT: Sidewalks on Church Street (to Anna Avenue), Center Street,
and Phipps Road.
ISSUE DATE: April 22, 2026
1. GENERAL INFORMATION
* Purpose: The City of Palmetto is seeking sealed bids from qualified vendors for install
sidewalks, rework storm drains, relocate water meters, hydrants, and power poles.
* Bid Submission Deadline: Friday, May 22, 2026, at 2pm.
* Submission Location: 509 Toombs Street, Palmetto, GA 30268.
* Public Bid Opening: May 22, 2026, 549 Roosevelt Hwy Main Street, Palmetto GA
30268 at 2:30pm. (Park at 509 Toombs Street, Palmetto, GA 30268).

2. SCOPE OF WORK / SPECIFICATIONS
* Project Description: The scope of work is attached as Exhibit A
* Deliverables: The bid must consider all of the details in the scope of work. The cost
totals for the project must be listed in three sections: 1) Church Street to Anna Avenue; 2)
Center Street; and 3) Phipps Road and the total for all three sections (lump sum) must
also be included. All totals for each section and the grand total, along with the contact
information for the project should be included in a summary placed on the front page.
* Technical Requirements: All licenses or certifications to demonstrate the relevant skills
levels for all the work must be included.
* Project Timeline/Delivery Date: Include the timeline for the work - broken into three
sections and also in a lump sum of time.

3. INSTRUCTIONS TO BIDDERS
* Pre-Bid Conference (If Applicable): May 11, 2026, at 204 Taylor Circle, Palmetto, GA
30268.
* Questions: All questions must be submitted in writing to Jeff Hawk by May 18, 2026.
* Submission Method: Sealed proposals must be submitted in four hard copies and one
electronic copy (it can be emailed on the due date, but does not replace the requirement
for hard copies by the deadline date and time).
4. EVALUATION AND AWARD CRITERIA
* Evaluation: The project will be reviewed by Department Directors, City Engineers, and
the City Manager.
* Basis of Award: The contract will be awarded to the lowest, most responsible, and best
bidder.
* Required Qualifications: Licenses, certifications, and experience in all fields related to
the scope of work.
* References: List references for similar projects (3 projects).
5. TERMS AND CONDITIONS
* Right to Reject: The Municipality reserves the right to reject any or all bids, to waive
informalities, and to make the award in the best interest of the City.
* Funding Contingency: Contract validity is contingent on the availability of appropriated
funds.
* Compliance: Bidders must comply with all local, state, and federal laws.

This Job may require some tree removal and fill dirt to ensure proper size for
sidewalk in some places along the road and some handrails on the steeper
banks.
