Project Description: The City of Lancaster, PA will receive bids from PennDOT pre-qualified contractors (prime or sub) online for the South Duke Street (between Church and Chesapeake) Improvements Project until March 4, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. The Project generally consists of curb/sidewalk improvements, installation of a shared use path, signal improvements, street lighting, installation of green infrastructure and the construction of a new storm sewer trunkline and related work as detailed in the plans included in the Contract Documents.
The Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, or hairstyles and protective and cultural hair texture and hairstyles; to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.

Please note the following regarding the bid package: 1. The "B" forms are required to be submitted with the bid. 2. The "A" forms are only required to be submitted by the successful bidder upon award. 3. The "C" forms are the Contract documents (conditions, plans and specifications) which should be carefully reviewed prior to submitting a bid. 4. When opening the Bid Package in the documents section of PennBid, click "enable editing" at the top of the screen. This will allow you to type in any field in highlighted in yellow throughout the bid package. Once complete, you can print out the required "B" forms for signature/notarization then scan and upload into PennBid. The successful bidder will be required to complete the "A" forms in the bid package in the same manner.
