TOWN OF TEWKSBURY, MASSACHUSETTS
HILL STREET WATER MAIN REPLACEMENT PROJECT
CONTRACT No. PW-24-22
Sealed Bids for the construction of the Hill Street Water Main Replacement Project for the Town of
Tewksbury, Massachusetts, Contract No. PW-24-22, will be received at the Department of Public Works
(DPW) Office located at 999 Whipple Road, Tewksbury, MA 01876 until 2:00 p.m. local time on Thursday,
February 12, 2026, at which time said Bids will be publicly opened and read aloud.
The work includes the replacement of approximately 1,870 feet of existing 6” asbestos cement (AC) and
cast iron (CI) water main on Hill Street from the intersection with Main Street (Route 38) to the
intersection with South Street. The existing 6” water main will be replaced with new 8” ductile-iron (DI)
water main and the work includes the transfer of all existing water services, replacement of existing
hydrants, and connection of all existing lateral water mains.
MassDOT prequalification of contractors with the class of work as, Sewer & Water, for the project with an
estimated value of $1,001,520.00 will be required.
Each Bid shall be accompanied by a bid security in the form of a certified, treasurer's or cashier's check,
bid bond, or cash in the amount of 5 percent of the value of the Bid.
Contract Documents are incorporated by reference and may be obtained from Accent Printing after 2:00
p.m. local time on Wednesday, January 28, 2026. Electronic copies can be downloaded from their website
at www.accentblueprints.com for no charge. Hard copies may be obtained for a fee by completing an
order online or by calling 978-362-8038 for each set. Completed orders may be picked up at the office of
Accent Printing located at 99 Chelmsford Road, North Billerica, MA 01862, from 9:00 a.m. to 4:00 p.m.
Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing
fees. All payments for printing and shipping are nonrefundable. For addition to the project plan holder’s
list to guarantee receipt of addenda, it is required that all interested bidders obtain the Contract Documents
directly from Accent. Interested bidders will be prompted to register an email address with Accent to
access the documents. Contract Documents can only be obtained through Accent Printing. Contract
Documents may also be examined, but not obtained, at the DPW Office during the following hours: 7:00
a.m. to 3:00 p.m. Monday through Friday.
Addenda, if issued, will be posted to the Accent Printing website and shall be accompanied by e-mail
notification to every individual or firm on record as having received the Bid Documents. It shall be the
sole responsibility of the Contractor to ascertain the existence of any and all addenda. Hard copies of
addenda will not be mailed or faxed.
Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent
Construction Payment Bond with a surety company acceptable to the Owner.
Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under
the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply
to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any
additional information on Minimum Wage Rates for those trades people who may be employed for the
proposed work under this contract.
Contract time for the project shall be 60 calendar days commencing 10 days following the effective date
of the Agreement.

No Bidder may withdraw his Bid for a period of 30 calendar days after the actual date of the opening of
the Bids.
Complete instructions for filing Bids are included in the Information for Bidders.
The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter
30 of the General Laws of the Commonwealth of Massachusetts as last revised.
Successful bidder shall certify that all employees to be employed at the worksite will have successfully
completed a course in construction safety and health approved by the U.S. Occupational Safety and
Health Administration that is at least 10 hours in duration at the time the employee begins work and who
shall furnish documentation of successful completion of said course with the first certified payroll report for
each employee.
The Owner reserves the right to reject any or all bids if it is in the public interest to do so.
