Official notice is hereby given that sealed bids will be received at the Lisle Village Hall, 925 Burlington
Avenue, Lisle, IL 60532 until 10:00 AM. local time on July 7, 2026, at which time they will be publicly
opened and read aloud for the following:

CONTRACTUAL SNOW REMOVAL
The Village of Lisle (“Owner”) seeks to enter into a contract (“Contract”) with a qualified contractor to
provide all necessary labor, materials, and equipment in order to perform snow and ice removal
operations within the Village’s Central Business District and Commuter areas (“Work”) as described in
detail within the Specifications section of the Contract form.
Plans, specifications and bid forms may be obtained online at the Village’s website here:
https://www.villageoflisle.org/bids.aspx or Demandstar.com. Any addenda issued for this bid will be
issued and posted on at the Village’s website or Demandstar.com on, or before, 3 days prior to the bid
opening at 10:00 AM on July 7, 2026. It is the bidders responsibility to check at the Village’s website or
Demandstar.com for any issued addenda.
All bids shall be accompanied by a Bid Bond, Certified or Cashier’s Check made payable to the Village
of Lisle for not less than five percent of the bid amount. No proposals or bids will be considered unless
accompanied by such bond or check.
All work under this Contract is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et
seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works
projects in DuPage County and can be accessed by computer at: http://labor.illinois.gov/.
The Village of Lisle reserves the right to waive all technicalities, to accept or reject any or all bids, to
accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure
to make such a disclosure will not result in accrual of any right, claim or cause of action by any bidder
against the Village of Lisle.
The contractor selected will also be required to comply with all applicable federal, state and local laws,
rules, regulations and executive orders including but not limited to those pertaining to equal employment
opportunity.

PROJECT TECHNICAL SPECIFICATIONS
EXHIBIT A SPECIFICATIONS
1. GENERAL
1.1. Bonds. If Contract is accepted, the Contractor shall provide within 10 days of acceptance by the
Village, a Performance Bond in the penal sum of the Contract Price, as described more fully in
Section IV A of the Contract Form.
1.2. Insurance. If Contract is accepted, the Contractor shall provide within 10 days of acceptance by
the Village, a Certificate of Insurance as described more fully in Section IV B of the Contract Form.
1.3. Contract Term. The Contract term shall commence on November 1, 2026 and will terminate on
April 30, 2027 (“Term”). In addition to the original Term, this Contract shall include FOUR (4) ONE-
YEAR OPTIONAL RENEWAL TERMS (“Renewal Term”). Any increase in price for any Renewal
Term shall not exceed the percentage amount entered within the Option Year portion within the
Schedule of Prices.
2. WORK SITE(S). The Work shall be performed at the following locations in accordance with the GIS
maps attached hereto as Attachment 1 Maps. In addition, the Work shall be classified into two separate
categories known as Category 1 and Category II.
2.1. Category 1 -Sidewalks and Platforms at:
A. Downtown Central Business District (or CBD); and
B. Commuter Station: and
C. Village Hall: and
D. Police Department

2.2. Category II - Roadways and Parking Lots at:
A. Commuter Parking Lot(s);
B. Village Parking Lot(s); and
C. CBD roadways and Hawthorne Ln.
3. SEASONAL GUARANTEE OF $20,000. In the event of an extremely mild winter where the value of the
total number of units invoiced by the Contractor and accepted by the Village within a Term or Renewal
Term is less than $20,000, the Village shall pay Contractor the difference between the total invoiced
amount and $20,000 as compensation for his/her preparedness to perform Work in accordance with
these Specifications.
4. SCOPE OF WORK. Contractor shall perform the Work in accordance with the following scope of work at
the specified Work Sites.
4.1. Category I.
Work performed under Category I shall include but not be limited to removing snow and ice from the commuter
platforms, sidewalks along and around commuter lot and station, entire downtown Main Street area,
Burlington Ave from Main St. to Center, Sidewalks around 925 Burlington (Village Hall), 5040 Lincoln (Police
Station), sidewalks on route 53 at police station, and Short Street from Lincoln across the bridge at the
DuPage River, all of which is shown on the thatched map. Work shall meet or exceed the following
specifications:
A. No less than three employees shall be employed to perform Work at a given time;
B. Work shifts shall be from 7:00 A.M. to 7:00 P.M. (1 call-out) and 7:00 P.M. to 7:00 A.M. (1
call-out). Contractor must have available labor for prolonged storms. Contractor must stay on
work detail until the snow stops and all areas are free of snow and ice. This may entail around
the clock coverage;
C. Contractor shall call shift supervisor when starting and call shift supervisor when leaving Work
Site;
D. Contractor will be on site for a call-out by the shift supervisor within 1.5 hours once contacted;
E. Failure to arrive past 1.5 hours of contact from shift supervisor will result in $500.00 Fine
per hour of scheduled call out snow shift.
F. Call-out commences when Contractor is called by the snow shift supervisor to perform Work.
The shift supervisor may call and pre-schedule a start time if the chance for snow and ice is
high; the Contractor will only be paid for the call-out that they are to report for, not the phone
call;
G. The Schedule of Prices includes a “cost per call-out” for a crew. The Village averages 30 call-
outs per year. Generally, Contractor is contacted when 1 inch or greater of snowfall is predicted.
The Contractor needs to be available for snowfall of less than 1 inch;
H. The Village will provide deicing materials to the Contractor. Only bagged deicer in fifty (50)
pound bags will be used. Usage will be according to the manufacturer’s recommendation, or
that of the Village. Deicing of sidewalks will primarily be accomplished after the precipitation
from the event is over. Bags of deicer used must be accounted for after every call-out. All empty
bags must be returned to garage area and counted by Contractor and verified by Village
