I. PROJECT SUMMARY
Project Name: Exterior Painting and Tilt Wall at Palm Lake Village (PLV)

Project Description: The project scope includes, but is not limited to, the following work
at PLV (see Scope of Work for details):
• Seal Tilt Walls
• Building Exterior Painting
• Community Center Exterior Painting
• Property Signage
Prebid Meeting: A non-mandatory pre-bid conference will be held at PLV on July 09,
2026, at 10:00 a.m. to observe the actual conditions of the site. Contractors or their
representatives are encouraged to be in attendance.
BID DUE DATE: Bid form and required documents are due from qualified bidders no
later than July 23, 2026 by 2:00 p.m..
Bid Submission ~ Each Bidder must submit the bid form and bid documents via email
to mle@pinellashousing.com
Email subject must state –
“IFB #26-003 – Exterior Painting and Tilt Wall at Palm Lake Village”
Any Bids received after the specified time and date will not be accepted. THERE WILL
BE NO EXCEPTIONS. A confirmation email acknowledging receipt of the bid will be
sent within one (1) hour of submission.
Questions and Addenda
Any questions pertaining to this IFB must be emailed to Mle@pinellashousing.com no
later than 2:00 P.M., EST on July 16, 2026. All addenda and questions and answers will
be published on PCHA’s website and on the Housing Agency Marketplace:

IMPORTANT NOTICE: The PCHA reserves the right to request additional information
and/or submission of documents concerning any and/or all proposals submitted. A
request for additional information will be emailed to the firm within 48 hours of the
deadline established by PCHA for submission of additional information. Firms are
strongly encouraged to be prepared to respond.

Bonding: A Performance Bond is required for this Project.
Liquidated Damages: $100 per day ~ See details in Exhibit A
Proposals shall be prepared in accordance with instructions contained within this RFP
and shall remain valid for 90 days. PCHA reserves the right to reject any or all proposals
if such action is in the best interest of PCHA and to waive any and/or all informalities and
minor irregularities. PCHA reserves the right to cancel this solicitation for any reason it
deems is in the best interest of the agency.

Exterior Painting and Tilt Wall at Palm Lake Village
II. NOTICE OF INTENT TO RECEIVE BIDS
The Pinellas County Housing Authority (PCHA) formally requests competitive bids
from qualified, responsible, licensed contractors interested in performing exterior
painting and tilt wall at Palm Lake Village Apartments located at 1515 County Road
One, Dunedin, FL 34698.
SECTION A
A-1 Type of Contract
PCHA contemplates the award of a firm fixed price contract resulting from this
solicitation.
A performance bond will be required with the execution of a contract. See Exhibit D
for Performance bond sample form.
SECTION B
B-1 Overview of Project
Palm Lake Village Apartments consists of 475 dwelling units consisting of 409 one
bedrooms and 66 two bedrooms.
B-2 Scope of Work
Furnish all labor, materials, and equipment necessary to perform exterior painting and
tilt wall as detailed in the scope of work located in Exhibit A.
SECTION C
C-1 Contract Award
A contract shall be awarded in accordance with the terms of Form HUD 5369,
Instructions to Bidders for Contracts, Public and Indian Housing Programs, attached
hereto as Exhibit A, and its Procurement Policy. The Executive Director shall make a
final recommendation to the Board of Commissioners. The Board of Commissioners
will make the final selection of the firm to be awarded the contract. A contract will be
awarded to the Bidder whose bid best meets the needs and requirements of PCHA
for the best value. Failure to meet the threshold requirements may result in rejection
of the bid. PCHA reserves the right to reject any and all bids, to award one or more
contracts or no contract.
