WYNNE WATER UTILITIES
Separate sealed Bids for the construction of Wynne Wastewater Treatment Improvements – Package B Admin Building will be received by Wynne Water Utilities at 550 Falls Blvd. N., Wynne, Arkansas, 72396 until May 19, 2025, at 12 p.m. CST. The bids shall be publicly opened and read aloud. Any Bid received after the time and date specified shall not be considered.
Prospective Bidders may examine the Bidding Documents at the Issuing Office, Crist Engineers, Inc. (1 Executive Center Court, Little Rock AR 72211) on Mondays through Fridays between the hours of 8:30 a.m. and 4:30 p.m. Electronic copies of the Bidding Documents may be obtained from the Issuing Office at
www.cristengineers.com
, during the hours indicated, upon payment of $25 for each set. Paper copies may be requested from the Issuing Office at the cost of reproduction plus the Issuing Office’s cost(s).
Addendums to the bid package will be issued electronically from the Issuing Office.
A non-mandatory Pre-Bid Conference will be held on May 19, 2025, at 1 p.m. CST at Wynne Water Utilities Admin. Office at 550 Falls Blvd. N., Wynne, Arkansas, 72396. Each bidder shall be limited to three (3) personnel per organization. Interested entities can attend the Pre-Bid Conference virtually by emailing Craig Johnson at
cjohnson@cristengineers.com
. The Engineer and the Owner will be present to answer questions. Prospective Bidders unable to attend the non-mandatory Pre-Bid Conference can schedule an appointment with Blake Marotti at
bmarotti@wynnewater.com
. All questions shall be directed to the Engineer.
Wynne Water Utilities intends to make improvements and modifications to the Wynne Wastewater Treatment Plant to repair and improve the plant from tornado damage. These improvements include adding a new bar screen structure and screening, new grit removal equipment, new influent screw pumps, new aeration/mixing in existing oxidation ditches, new clarifiers in existing clarifier basins, new blowers and course bubble diffusers, new RAS/WAS/TWAS pumps, a new pump building, a new UV disinfection structure, and new UV disinfection equipment. Bidders must satisfy themselves with the accuracy of the work outlined in the Bid schedule by examining the site and reviewing the drawings and specifications, including the Addenda. After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the scope of Work or the nature of the Work to be done.
Bidders shall guarantee that qualified applicants for employment on this work will receive consideration for employment without regard to religion, race, color, creed, sex, age, national origin, physical handicap, disability, genetic information, marital status, sexual orientation, gender identity, political opinions or affiliation or any other consideration made unlawful by federal, state, or local laws. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014
(Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable State of Arkansas approved surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Wynne Water Utilities.
The successful Bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Attorneys-in-Fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each Bond a certified and effective dated copy of the Power of Attorney. Attorneys-in- Fact that sign the Bonds must be licensed to conduct business in the State of Arkansas.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid
date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
Successful Bidder must comply with the requirements of Arkansas Code Ann. 17-25-401-409 (1995) in accordance with the procedures established by the Contractors Licensing Board (see applicable section of Supplemental General Conditions for the Revolving Loan Fund (RLF)).
The attention of prospective Bidders is directed to Act 150 of the 1965 Acts of Arkansas, being an “Act Regulating the Practice of Contracting in the State of Arkansas.” When the project presented for Bid is financed in whole or in part with State funds and is estimated to cost $50,000.00 or more, the prospective Bidder must show evidence of license with the “Contractor’s Licensing Board” for the State of Arkansas before a proposal form will be furnished.
WYNNE WATER UTILITIES reserves the right to reject any or all bids, to waive
formalities, informalities, or irregularities in the bids and bidding deemed to be in the best interests of the WYNNE WATER UTILTIES, and to reject nonconforming, nonresponsive, or conditional bids.
