REQUEST FOR PROPOSAL
The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified contractors for the Gwinnett
County Environmental & Heritage Center Sensory Treehouse Audiovisual Production Design-Build Project for the Gwinnett County
Department of Parks and Recreation.
Proposals must be returned in a sealed container marked on the outside with the Request for Proposal number and Company
Name. Proposals will be received until 2:50 p.m. local time on September 24, 2026 at the Gwinnett County Financial Services -
Purchasing Division - 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. The proposal opening will be held VIRTUALLY
ONLY. To access the proposal opening, use the following link

than September 2, 2026. Proposals are legal and binding upon the Consultant when submitted. One unbound single-sided original,
four (4) exact copies, and one electronic pdf copy on flash drive should be submitted.
Successful Contractor will be required to meet insurance requirements. The Insurance Company should be authorized to do
business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of A-8 or higher.
All vendors must submit with bid, a bid bond, certified check, or cashier's check in the amount of five percent (5%) of the total bid
amount. Failure to submit a bid bond with the proper rating will result in the bid being deemed non-responsive. The successful
vendors will be required to furnish a 100% Performance Bond and Payment Bond and provide insurance coverage as required by
the contract documents. Insurance and Bonding Company should be licensed to do business by the Georgia Secretary of State,
authorized to do business in Georgia by The Georgia Insurance Department, listed in the Department of Treasury's Publication of
Companies holding Certificates of Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies. The
bid bond, payment bond, and performance bond must have an A.M. Best rating of A-8 or higher.

Scope of Work
Part 1 General
1.01 Overview
A. Project Location: 2020 Clean Water Dr, Buford, Georgia 30519
B. Owner: Gwinnett County, Georgia
C. Gwinnett County Environmental & Heritage Center's Sensory Treehouse
Audiovisual Production is envisioned as an immersive educational environment
that surrounds visitors with the sights, sounds, and hidden systems of the natural
world through integrated media and AV storytelling. Designed for K-12 students,
families, and public audiences, the experience transforms the Treehouse into a
shared sensory space where visitors explore nature as a living, interconnected
system unfolding across time, scale, and perspective. Guided by themes
including Hidden Worlds, Cycles, Adaptation, Landscapes Over Time, and
Interconnectedness, the experience uses immersive projection, spatial audio,
and environmental media to reveal perspectives often unseen in everyday life-
from underground ecosystems and microscopic activity to seasonal change and
evolving landscapes.
D. The project details a highly coordinated environment of large-scale projection,
spatial audio, acoustic treatment, show control, and flexible playback systems
capable of supporting multiple narrative formats and audience types. Media
production will combine real-world cinematography, environmental
soundscapes, animation, data visualization, and selectively layered narration and
captioning to create experiences that are both immersive and educational. AV
systems design and integration will support synchronized wall, ceiling, and floor
projection environments; adaptable audio systems; integrated show control;
simple docent operation; and long-term operational reliability within a high-
volume educational setting. Current studies include 360-degree projection
environments, focused immersive moments, surround audio systems, and
configurable playback approaches that allow the Treehouse experience to evolve
over time through new narratives and seasonal programming while maintaining
alignment with the finalized experiential and interpretive goals established by the
Experience Designer and Owner.
1.02 Scope of Work
A. Proposals shall be submitted by a single contracting entity responsible for the
complete delivery of the immersive media experience scope. This may include a

single Vendor directly providing all services, or a partnership/team structure in which
the lead Vendor retains and manages specialized subcontractors or consultants,
including Media Production and AV Systems Integration partners. Regardless of
team structure, the contracted Vendor shall serve as the single point of
responsibility for all media production, AV systems design, engineering,
procurement, integration, programming, testing, installation, coordination, and
commissioning services required to deliver a complete and operational
immersive experience in coordination with the Owner and Owner's
Representative.
B. The AV scope will include immersive projection systems across wall, ceiling, and
floor surfaces; spatial and surround audio systems; show control and playback
systems; acoustic treatment coordination; docent/staff control interfaces; and all
associated mounting, cabling, infrastructure coordination, and commissioning
required for a fully operational experience. The AV Integrator will take field
measurements and verify all existing conditions, develop coordinated
technical/shop drawing packages, and provide all necessary signal flow
diagrams, equipment specifications, mounting details, integration drawings, and
engineering required to ensure safe, stable, and reliable operation of the system.
Both the Media Producer and AV Integrator will be required to work collaboratively
with the Owner and Owner's Representative throughout design development,
prototyping, installation, and final commissioning to ensure alignment with the
approved creative and operational goals of the project.
C. The immersive experience will require the close integration of Experience Design,
media production, and AV systems design under a unified experiential vision. The
Experience Designer will lead the continued refinement and final development of
the visitor experience, interpretive framework, spatial choreography, operational
character, and overall experiential direction of the immersive environment while
directing the integration of media content and audiovisual systems into a
cohesive and coordinated experience.
D. The selected Vendor will develop and produce the environmental media content,
including cinematography, animation, sound design, narration/captioning
integration, and final media programming required to support the interpretive and
experiential goals of the project. The AV Integrator will provide complete AV
systems design, engineering, procurement, integration, programming, testing,
and installation services in coordination with the Owner and Owner's
Representative.
E. The AV scope is required to include immersive projection systems across wall,
ceiling, and floor surfaces; spatial and surround audio systems; show control and
playback systems; acoustic treatment coordination; docent/staff control
interfaces; and all associated mounting, cabling, infrastructure coordination, and
commissioning required for a fully operational experience.
F. The AV Integrator is to take field measurements and verify all existing conditions,

G. Both the Media Producer and AV Integrator will work together and collaboratively
with the Owner and Owner's representative throughout design development,
prototyping, installation, and final commissioning to ensure alignment with the
approved creative and operational goals of the project.
H. The selected Vendor is required to attend and participate in site meetings and
virtual meetings with the Owner and Owner's Representative or other design
team members. These meetings may include project kickoff, intermediate
coordination/review meetings, or final program presentation meetings.
I. The selected Vendor is required to provide a detailed schedule of deliverables
based upon project timeline developed by awarded proposer, including
production development, installation, and completion of project.
J. A General Contractor license will not be required, though all tradespeople required to
modify building to meet needs of turn-key production will be required to be licensed
in their specific trade.
K. There is existing electrical in proposed production room. Scope of this contract may
require additional modifications to the production room. Selected Vendor is
responsible for any permitting and inspections that may be required by code and
are part of this contract.
L. The Work shall be constructed under a single prime Contract. Vendor shall
have a minimum of 5 years experience with projects of similar size and scope.

N. Warranty:
1. Vendors and suppliers will be held responsible for a full, unconditional
warranty against defects in workmanship, materials, and equipment under
normal use by the Gwinnett Environmental and Heritage Center Sensory
Treehouse for a minimum period of one (1) year from final acceptance
after the punchlist is complete.

Submission Requirements/Basis of Award
Part 1 General
1.01 Submission Requirements
A. Submit proposal by the date and time specified in the Request for Proposal
Invitation. There is no page limit, but proposals should be as succinct as
possible.
B. Provide your Proposed Fee for the Scope of Work inclusive of all reimbursable
and travel expenses. This fee should be broken down on the provided
(required) bid form to allow for thorough evaluation of your proposal. Include
as much cost information as possible. If a cost is not specifically listed on the
bid form, this does not relieve the Vendor from providing a full and complete
bid. Bid form totals are the responsibility of the Vendor.
C. Organize your proposals in the format shown below and provide responses to
each of the following items:

D. Provide a written proposal describing your approach to completing the
Services. The proposal should address the following topics:
1. Project Management:
a. The Vendor will appoint a dedicated Project Manager responsible for
overall coordination of the Experience Design, Media Production and
AV Integration scope. The Project Manager will oversee project
scheduling, coordination between media and AV teams, technical
documentation, procurement coordination, installation
management, system commissioning, and punch list resolution. The

Project Manager will serve as the primary point of contact for the
Owner, Owner's Representative, and other project consultants
throughout the duration of the project.
b. The Vendor is to participate in regular coordination meetings and
conference calls with the project team, including coordination with
the Owner's Architect/Engineer, base building contractors, and other
consultants as required to maintain alignment between the
immersive experience systems and the architectural environment.
2. Media Production Scope:
a. The Vendor must provide all services required for the development
and production of the immersive media experience. Scope may
include, but is not limited to: concept refinement support,
cinematography, editing, motion graphics, animation, sound design,
environmental audio composition, narration integration, captioning,
media formatting, playback programming, and final rendered media
deliverables required for the immersive environment.
b. Media content will support a range of educational and experiential
narratives utilizing large-scale projection environments, immersive
soundscapes, and synchronized playback systems. Vendors should
describe their approach to content development, review cycles,
revision processes, and coordination with AV system requirements.
3. Prototyping and Testing Scope:
a. The Vendor will provide mockups, projection studies, audio tests,
media samples, and/or prototype environments as required by the
project team to evaluate experiential, technical, and operational
performance. Prototyping may include sample media sequences,
projection alignment studies, acoustic testing, playback testing,
interface demonstrations, or partial system mockups intended to
verify the final experience approach.
b. The Vendor will provide material samples, equipment specifications,
and technical recommendations for review and approval prior to
procurement where requested by the project team.
4. Base Building and Systems Coordination:
a. The Vendor shall coordinate closely with the Owner, Owner's
Representative, Architect/Engineer, and base building contractors to
integrate the AV and media systems into the architectural
environment. Coordination scope may include projector locations,
mounting conditions, structural support requirements, acoustic
treatment integration, electrical and data coordination, equipment

access requirements, environmental conditions, lighting
coordination, and other infrastructure requirements necessary to
support the immersive experience.
b. The Vendor will coordinate with other trades as required during
installation and commissioning activities.
5. Audio-Visual Systems Integration Scope:
a. The Vendor will provide complete AV systems design, engineering,
procurement, integration, programming, testing, and installation
services for the immersive environment. Scope may include, but is
not limited to: projection system design; media server and playback
systems; spatial and surround audio systems; show control systems;
control interfaces; projection studies; equipment specifications;
mounting and rigging recommendations; signal flow documentation;
low-voltage infrastructure coordination; equipment procurement;
system programming; calibration; commissioning; and final testing.
b. The AV system will include synchronized wall, ceiling, and floor
projection environments, immersive audio systems, docent/staff
operational controls, and flexible playback configurations capable of
supporting multiple experience narratives and operational modes.
Vendors will also provide Owner training, system documentation,
warranty support information, and recommended long-term service
and maintenance plans.
c. Note: Base building electrical infrastructure, including conduit,
junction boxes, pathways, and dedicated power/data rough-in to
designated AV locations, to be provided by a licensed Contractor and
associated electrical trades as part of this contract. The AV
Integrator will coordinate infrastructure requirements with the
project team and provide all final terminations, device connections,
low-voltage integration, equipment installation, programming,
calibration, and commissioning required for a complete and
operational system. Unless otherwise specifically noted, the AV
Integrator is not responsible for licensed electrical rough-in,
permitting, or installation of base building conduit and power
distribution systems.
6. Include all required documents contained within this set of specifications.
The "cost schedule" is to not be altered nor any other required documents.
7. Identify the key personnel responsible for executing the Services, including
relevant past projects and a summary of their experience. Key team
members are to remain assigned to the project through completion. If
applicable, Vendors will also identify subcontracted AV Integration or Media
Production partners, including designated project leadership and primary
staffing responsibilities.
