    REQUEST FOR PROPOSAL
    RP026-26
    The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified
    consultants for the planning portion of Provision of SS4A Supplemental Planning and
    Demonstration Project for the Department of Transportation.
    Proposals must be returned in a sealed container marked on the outside with the Request for Proposal
    number and Company Name. Proposals will be received until 2:50 P.M. local time on September 22, 2026
    at the Gwinnett County Financial Services - Purchasing Division - 2nd Floor, 75 Langley Drive,
    Lawrenceville, Georgia 30046. Any proposal received after this date and time will not be accepted.

    A pre-proposal conference is scheduled for 11:00 A.M. on August 27, 2026 at the Gwinnett County

    One unbound original and four copies should be submitted. All consultants are expected to also provide
    an electronic version.
    Successful consultant will be required to meet insurance requirements. The Insurance Company should
    be authorized to do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best
    rating of A-5 or higher.

    I. Introduction
    Gwinnett County is excited to announce an invitation for sealed proposals to develop and complete an
    SS4A Demonstration project, an endeavor supported by the U.S. Department of Transportation's Safe
    Streets and Roads for All (SS4A) Grants Program. The SS4A program funds regional, local, and Tribal
    initiatives through grants to prevent roadway deaths and serious injuries.
    This project includes using SS4A funds to test technology, prepare for the installation of quick-build
    solutions, and conduct post-implementation studies. Priority areas for safety interventions include
    locally maintained roads on the high injury network with issues that can be addressed using quick-
    build strategies, ensuring the County can implement low-cost, high-impact solutions.
    Note: Vendor for the installation of quick-build materials will be procured separately.
    To assist in identifying these corridors and intersections, the consultant will utilize commercially
    available and governmental data sources to obtain system-wide data regarding transportation
    movements (e.g., harsh braking/acceleration, speed, volume). In addition, targeted data collection will
    be conducted at select pilot locations to collect data on the pre- and post-installation conditions to
    evaluate the effectiveness of implemented safety treatments.
    The project will be completed in three phases per Article 2 of the U.S. Department of Transportation
    Grant Agreement Under the Fiscal Year 2024 Safe Streets and Roads for All Grant Program
    (attached). The Base phase/Pre-NEPA phase will include planning, NEPA activities, and pre-installation
    data compilation and collection, Option Phase 1: Design will cover the final designs for the pilot
    demonstration projects, and Option Phase 2: Construction, will install the pilot treatments and collect
    post-installation data.
    We invite partners with an in-depth understanding of the Safe Systems Approach and an acute vision
    for pragmatic, community-oriented implementation to submit proposals. This venture offers a chance
    to cohesively design a future where technology and quick-build materials are harnessed to forge a safer
    community. The total budget for the planning portion of this project is $1.2 million.
    II. Background
    Spanning over 437 square miles, Gwinnett County is home to over 1 million residents, making it the
    second most populous county in Georgia. Gwinnett County encompasses a wide range of
    transportation infrastructure, including over 2,700 centerline miles of roadway. As the county continues
    to grow, so does the complexity of its transportation network, necessitating strategic planning and
    investment in safety measures to ensure the well-being of all road users. Despite proactive measures,
    traffic-related incidents remain a pressing issue.
    III. Scope of Work:
    A. Project Objectives:
    1. Obtain comprehensive data regarding transportation movements.
    2. Identify locations for safety treatments.
    3. Conduct NEPA evaluations.
    4. Pre-installation data collection at each project location to establish a foundation for comparison
    before implementing interventions.
    5. Purchase quick build materials and assist with procuring a vendor to install them at identified
    locations.
    6. Collect follow-up data, including safety data and how materials hold up over time and estimate life-
    cycle maintenance costs for those materials.

    7. Integrate data and lessons learned into a final report.
    B. Tasks and Responsibilities:
    Task 1: Data acquisition and analysis
    1. Obtain comprehensive data from commercially available and governmental data sources regarding
    the movement and behavior of all transportation modes (e.g., vehicle, bicycle, pedestrian). This may
    include collection on system-wide speed, volumes, harsh braking, quick acceleration, and other
    relevant metrics that provide context for safety concerns around the county. This should result in a
    deliverable of a GIS file joining all collected data to Gwinnett County's road centerline IDs.
    2. Identify project locations.
    3. Conduct NEPA evaluations at each location.
    4. Pre-installation existing conditions data collection.
    5. Post-installation data collection countermeasures including:
    a. Safety data
    b. Material life span and maintenance costs
    c. Public feedback
    6. Perform a post-installation evaluation (before and after study).
    Task 2: Countermeasure design
    1. Identify which countermeasures to install.
    2. Create a concept plan for each location.
    3. Procure quick build materials
    Task 3: Project Management, Documentation, and Reporting
    1. Monthly status update meetings with Project Management Team followed by a summary email.
    2. Final Report
    a. Document the technologies and materials used and their integration with Gwinnett County's
    existing infrastructure.
    b. Report results and lessons learned post-deployment.
    3. FHWA quarterly reports.
    4. Ensure all project aspects align with SS4A requirements.
    C. Project Completion Deadline: All project activities must be completed, and final deliverables submitted
    by the period performance end date as prescribed in the U.S. Department of Transportation's Grant
    Agreement (December 31, 2029). Proposals should include a detailed timeline demonstrating the
    vendor's ability to meet this deadline.
    IV. PROPOSAL SUBMISSION INSTRUCTIONS
    A. Proposal Requirements
    Proposals must clearly identify how the consulting firm will meet the following requirements:
    1. Proposed methodology and technical approach.
    2. Team qualifications and experience, including key project management personnel and their
    designated backups. Any changes in key project management personnel after the contract award
    must be approved by Gwinnett County.

    3. Project management plan, including a timeline that adheres to the completion deadline. The
    contracted firm will be mandated to organize consistent interactions with the County, whether face-
    to-face, via telephonic means, or video conferences, based on the County's preference. The project
    management plan shall also include regular updates detailing progress and highlighting specific
    areas of interest as stipulated by the County. A contingency plan detailing the roles of designated
    backups to ensure project continuity in case of any unforeseen changes in personnel shall also be
    provided.
    4. Detailed budget breakdown based upon the project budget of $1,200,000. The County will use the
    proposal fee schedule in its scoring for cost. Additional detailed budget breakdown must be
    submitted for County review on the forms provided.
    5. Evidence of past performance that showcase your team's capabilities and experience to meet the
    aforementioned requirements- specifically examples of effective quick-build project construction.
    6. Proof of compliance with the SS4A grant terms and conditions.
    Consultants are requested to submit one (1) electronic copy, one (1) original unbound single sided, one (1)
    sealed cost proposal, and four (4) bound copies of the proposal package to meet the requirements
    below. All copies must be identical to the original.
    V. SELECTION PROCEDURE
    A. EXPERIENCE - 25 Points Provide a description of the experience of the firm or team in performing
    comprehensive services for projects of similar size and scope of work over the past five (5) years.
    Indicate the extent of the firm's involvement, whether as lead, sub-consultant or partner. Firms may
    do a chart as a summary and/or full write-up on key relative projects. If full project write-ups are
    provided, provide no more than five (5) specific projects.
    B. QUALIFICATIONS - 15 Points Provide a description of the qualifications and experience of the key
    team members that will be working on this project. Describe the experiences of the team members
    with regard to similar federally funded projects. Describe any special skills or experience that key
    personnel might contribute to the successful completion of this particular project. Provide a project
    organizational chart describing all key personnel including point of contact with the County's
    agents, personnel responsible for quality control, personnel responsible for coordination of all sub-
    consultants, and personnel responsible for performance of the project manager. The key personnel
    identified are expected to perform the work on this project. Any deviations must be approved in
    advance by the County. Organizational charts may be printed on 11" x 17" provided it is folded to
    8-1/2" x 11" size. Experience gained with an employer different from current must be identified as
    such. Please provide contact information for key personnel.
    C. SCHEDULE - 15 Points Provide a preliminary schedule indicating the time necessary for each
    phase of work identified in this document and relevant attachments. Utilize actual dates based on
    an anticipated contract award date of January 21, 2027. Refer to any similar government project
    where a similar schedule was accomplished.
    D. UNDERSTANDING & APPROACH - 35 Points Provide a written project approach to identify how the
    consultant will proceed with all aspects of the demonstration project. Consultant is urged not to
    simply repeat the process included in Section III of this RFP.
    E. REFERENCES - 10 Points Provide a minimum of three (3) client references for projects completed
    within the past five (5) years that are similar in size, scope, complexity, and funding source to the
    services requested in this RFP. References will be contacted by the County to verify the firm's
    performance, quality of work, responsiveness, ability to meet schedules and budgets, and overall
    satisfaction with the services provided.

    F. COST - 10 Points The total available budget for this project is fixed at $1,200,000. Proposers shall
    submit a sealed cost proposal that does not exceed this amount. No cost-related information is
    allowed to be included within the technical proposal. Because all proposals are based on the same
    maximum budget, evaluation will focus on the consultant's allocation of resources and
    demonstration of value rather than the total proposed price. Only a short list of potential consultants
    cost proposals will be opened.

    * Labor costs by staff classification and estimated hours.
    * Subconsultant costs and scope of services.
    * Direct expenses and reimbursable costs.
    * A summary table showing the percentage of the total budget allocated to each
    project phase.
    b. Cost proposals will be evaluated based on:
    * The reasonableness and appropriateness of the proposed allocation of funds.
    * Alignment of budget resources with the proposed scope of work, schedule, and
    project priorities.
    * Efficient utilization of labor and subconsultant resources.
    * Demonstrated value to the County through an effective and well-justified distribution
    of the available budget.
    Proposals will be evaluated based on their relative responsiveness to the criteria described above and with
    those criteria's values weighted as shown. The selection committee then, at its discretion, may shortlist the
    highest scoring firms. Should the County choose to short list the firms, those making the list may be invited to
    participate in an oral presentation at the discretion of Gwinnett County.

    Upon completion of the qualifications-based evaluation and ranking of proposals, the County will initiate
    negotiations with the most highly qualified consultant to arrive at a fair and reasonable compensation for the
    solicited services which considers the scope, complexity, professional nature and estimated value of the
    services to be rendered. If the County and the most highly qualified consultant are unable to negotiate a fair

    and reasonable contract, the County may formally terminate negotiations and undertake negotiations with the
    next most qualified consultant, continuing the process until an agreement is reached.
    The full cost of the proposal preparation and all costs incurred to participate in the oral presentation / interview
    / demonstration are to be borne by the proposing firm.
    VI. INSURANCE REQUIREMENTS
    The successful consultant shall provide adequate coverage for the entire term of the contract per the
    attached requirements.
    VII. ADDITIONAL INFORMATION
    A. All work must comply with the requirements outlined in the U.S. Department of Transportation Grant
    Agreement and General Terms and Conditions under the Fiscal Year 2024 Safe Streets and Roads
    (SS4A) Grant Program.
    B. The total funding available for this project is $1,200,000 as per the notice of award. No additional
    funding is anticipated.
    C. Those from outside the county's organizational structure are anticipated to work in tandem with County
    personnel throughout the project's duration. The County retains the right to make the final decision on
    all matters. All associated materials, i.e., work papers, correspondence, documents, or other forms of
    evidence, are the property of the County.
    VIII. GENERAL INFORMATION/REQUIREMENTS
    A. Individuals, firms, and businesses seeking an award of a Gwinnett County contract may not initiate or
    continue any verbal or written communications regarding a solicitation with any County officer,
    elected official, employee, or other County representative without permission of the Purchasing
    Associate named in the solicitation between the date of the issuance of the solicitation and the date
    of the final contract award by the Board of Commissioners. Violations will be reviewed by the
    Purchasing Director. If it is determined that such communication has compromised the competitive
    process, the offer submitted by the individual, firm, or business may be disqualified from
    consideration for award.
    B. Proposals submitted are not publicly available until after award by the Gwinnett County Board of
    Commissioners. All technical proposals and supporting materials submitted, as well as correspondence
    relating to this RFP, become property of Gwinnett County when received.
    C. Gwinnett County reserves the right to reject any or all proposals, in whole or in part, to negotiate
    changes in the scope of services and to waive any technicalities as deemed in its best interest.
    D. Successful vendor is required within ten (10) days of the Notice to Proceed to provide the following:
    i. Certificate of Insurance as specified in the proposal documents.
    ii. Two (2) properly executed contract documents.
    Failure to provide the above documents within ten (10) days may be just cause for the annulment of
    the award. At the discretion of the County, the award may then be made to the next highest scoring
    responsible proposer.
