INFORMAL REQUEST FOR PROPOSAL (IRFP)
City of Stockton is seeking, via an informal request process, one or more qualified firms to provide
On-Call Broker Opinion Services to assist the Economic Development Department and City staff on
an as-needed basis.
IRFP DEADLINE
Proposals must be received no later than 2:00PM PST on September 3, 2026. Proposals received
after this date will not be considered for review. The proposal must be signed by a person legally
authorized to bind the Proponent to a contract should the proposal be qualified and certified for
contract and execution of work. All proposals must be submitted in PDF form to
stocktonbids@stocktonca.gov.
SCOPE OF SERVICES
The City intends to establish one-year on-call agreements with multiple firms so that services can be
assigned based on availability, expertise, cost, and turnaround time.
The City emphasizes that the requested services are not a complete appraisal, but a Broker Price
Opinion.
A Broker Price Opinion is an estimate of a property's probable market value prepared by a qualified
real estate professional. It is not a formal appraisal.
The scope of services includes, but is not limited to:
* Broker Price Opinions for commercial, industrial, and vacant properties
* Opinions of market value and market rent
* Comparable sales and lease analyses
* Preliminary highest-and-best-use analyses
* Commercial real estate market information and advisory services
* Formal appraisals when specifically requested and performed by a properly licensed appraiser
Services may be requested for City-owned properties, potential acquisitions or dispositions,
redevelopment opportunities, and properties being evaluated for economic development purposes.
Assignment Process
Work will be assigned through individual written requests. Before beginning an assignment, the
selected firm must provide the City with:
* A description of the proposed work
* The cost
* The anticipated completion date
* The name of the person performing the work
The City may request pricing from more than one on-call firm before assigning an individual project.
Deliverables
Deliverables will generally consist of a written electronic report containing the requested valuation,
supporting comparable properties, relevant market information, photographs or maps as appropriate,
and any assumptions used in preparing the analysis.
Routine assignments should generally be completed within 10 business days unless another
schedule is approved by the City.
Qualifications
Firms should demonstrate:
* Experience with commercial and industrial real estate valuation
* Knowledge of the Stockton and San Joaquin County markets
* Appropriate professional licenses and qualifications
* Ability to complete assignments promptly
* Experience working with public agencies or similar clients
PROPOSAL CONTENT
Proposal Guidelines, Content and Format: The City of Stockton uses a qualifications-based
selection process in obtaining these services. In order for the City to properly evaluate the
Proponents' qualification to perform this work, the proposals shall include, as a minimum, the
following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Services (Exhibit A) to
demonstrate their expertise. Evaluation of the proposals will be based on
qualifications, the experience of staff proposed to be assigned to the project,
references and thoroughness of the proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to assist
the City of Stockton in making its final decision.
D. Please email your proposal to Timothy Caluya via stocktonbids@stocktonca.gov with the
subject of email titled PUR 27-005 On-Call Broker Opinion Services. Proposals
must be received at this email address no later than 2:00PM PST on September 3,
2026. Proposals received after this date will not be considered for review. The proposal
must be signed by a person legally authorized to bind the Proponent to a contract
should the Proposal be qualified and certified for contract and execution of work.
The IRFP must include the following:
1. Cover Letter: Submit a letter on your company letterhead addressing the proposal and format.
The letter should be signed by an officer of the firm authorized to bind the firm to all comments
made in the proposal, and shall include the name, address, phone number and e-mail
address of the person(s) to contact who will be authorized to represent your firm.
2. Minimum Experience Qualifications Summary: Please provide a profile of consultant/firm
which includes:
List of the names and title of the members, partners, officers, management, and staff of the
consultant's firm.
* Resumes of key individuals associated with this proposed examination.
* If subconsultant(s) will be used, please include resume and qualifications of the
subconsultant.
* A minimum of three references for which the consultant has provided comparable
contractual services to those specified in the IRFP along with the subconsultant and
contacts where applicable.
* A summary and samples of work on similar projects.
3. Work Plan/Timeline: Provide a work plan that incorporates the scope of services outlined
above. The work plan should generally identify the expected duration of each task and
reflect associated personnel and other resources required for all tasks to be performed.
This should include a schedule for all deliverables. On-site and off-site time should be
separately stated. There should be a clear explanation of consultant's and City
responsibilities.
4. Project Fees and Fee Schedule: Provide a comprehensive budget and fee schedule.
This fee schedule should include costs for all services required in this IRFP.
5. Project Scope of Services: Clearly define how you will meet the objectives and
requirements of the scope of services in detail. Proponents are encouraged to expand
on the Scope of Services to demonstrate their expertise. Evaluation of the
proposals will be based on qualifications, the experience of staff proposed to be
assigned to the project, references and thoroughness of the proponent's response to the
Scope of Services.
6. Insurance & Contract Requirements: Provide a statement that you have reviewed and
agree to the insurance requirements specified in Exhibit B and the terms and conditions
specified in Exhibit C. Provide a sample completed Insurance Certificate according to
terms as identified in Exhibit B to show you are able to provide insurance if awarded this
contract. Final insurance certificates must be provided before contract can be approved.
INDEMNITY AND HOLD HARMLESS
To the fullest extent permitted by law, Contractor shall hold harmless, defend and indemnify City of
Stockton and its officers, officials, employees and volunteers from and against any and all liability,
loss, damage, expense, costs (including without limitation costs and fees of litigation) of every
nature arising out of or in connection with Contractor's performance of work hereunder or its failure
to comply with any of its obligations contained in this agreement, except such loss or damage which
was caused by the sole negligence or willful misconduct of the City of Stockton. This obligation is
independent of, and shall not in any way be limited by, the minimum insurance obligations contained
in this agreement. These obligations shall survive the completion or termination of this agreement.
SELECTION AND AWARD
Award will be made based on the most advantageous proposals to the City with the proper
credentials and best experience/professional standards. The City reserves the right to select the
successful proponent(s) and negotiate terms of a contract with the proponent(s) whose proposal is
most responsive to the needs of the City. Further, the City reserves the right to reject any and all
proposals, or alternate proposals, or waive any informality in the proposal as is in the City's best
interest. Staff will determine how well the IRFP meets the needs of the City in terms of suitability of
services, experience, and cost will not be the primary factor. Proposals are subject to final
negotiation. If no proposals are accepted, the City reserves the right to cancel this IRFP and release
a new IRFP.
TERM
The City and Proponent(s) will sign an agreement for one year for the services noted in this IRFP.
The City may award agreements to multiple firms. Total cumulative expenditures under all resulting
agreements will not exceed $50,000. Selection for an on-call agreement does not guarantee any
minimum amount of work.
QUESTIONS AND ADDENDA
Questions regarding this IRFP are to be directed by email to Timothy Caluya at
stocktonbids@stocktonca.gov no later than September 3, 2026, by 2:00 PM. A formal question-
and-answer period will not be conducted, and questions and responses will not be published or
posted. The City will respond individually by email to each question received. Material changes, if
any, to the scope of services or proposal procedures will be transmitted by email.
In the event that it becomes necessary to revise any part of this IRFP, an addendum will be
issued.

Exhibit B:
Insurance Requirements for Professional Services
(Consultant)
Consultant shall procure and maintain for the duration of the contract insurance against
claims for injuries to persons or damages to property which may arise from or in
connection with the performance of the work hereunder by the Consultant, its agents,
representatives, or employees.
MINIMUM SCOPE AND LIMIT OF INSURANCE
Coverage shall be at least as broad as:
1. Commercial General Liability (CGL): Insurance Services Office Form CG 00
01 covering CGL on an "occurrence" basis, including products and completed
operations, property damage, bodily injury and personal & advertising injury with limits
no less than $2,000,000 per occurrence. If a general aggregate limit applies, either the
general aggregate limit shall apply separately to this project/location (ISO CG 25 03 or
25 04) or the general aggregate limit shall be twice the required occurrence limit.
2. Automobile Liability: Insurance Services Office Form Number CA 0001
covering, Code 1 (any auto), or if Consultant has no owned autos, Code 8 (hired) and 9
(non-owned), with limit no less than $1,000,000 per accident for bodily injury and
property damage.
3. Workers' Compensation insurance as required by the State of California, with
Statutory Limits, and Employer's Liability Insurance with limit of no less than $1,000,000
per accident for bodily injury or disease.
4. Professional Liability (Errors and Omissions) Insurance appropriates to the
Consultant's profession, with limit no less than $1,000,000 per occurrence or claim,
$1,000,000 aggregate.
If the Consultant maintains broader coverage and/or higher limits than the minimums
shown above, the City of Stockton requires and shall be entitled to the broader
coverage and/or the higher limits maintained by the Consultant. Any available insurance
proceeds in excess of the specified minimum limits of insurance and coverage shall be
available to the City of Stockton.
Other Insurance Provisions
The insurance policies are to contain, or be endorsed to contain, the following
provisions:
Additional Insured Status

The City of Stockton, its officers, officials, employees, and volunteers are to be covered
as additional insureds on the CGL policy with respect to liability arising out of work or
operations performed by or on behalf of the Consultant including materials, parts, or
equipment furnished in connection with such work or operations. General liability
coverage can be provided in the form of an endorsement to the Consultant's insurance
(at least as broad as ISO Form CG 20 10 11 85 or if not available, through the addition
of both CG 20 10, CG 20 26, CG 20 33, or CG 20 38; and CG 20 37). Additional
insured Name of Organization shall read "City of Stockton, its officers, officials,
employees, and volunteers." Policy shall cover City of Stockton, its officers, officials,
employees, and volunteers for all locations work is done under this contract.
Primary Coverage
For any claims related to this contract, the Consultant's insurance coverage shall be
primary and non-contributory and at least as broad as ISO CG 20 01 12 19 as
respects the City of Stockton, its officers, officials, employees, and volunteers. Any
insurance or self-insurance maintained by the City of Stockton, its officers, officials,
employees, or volunteers shall be excess of the Consultant's insurance and shall not
contribute with it. This requirement shall also apply to any Excess or Umbrella liability
policies. The City of Stockton does not accept endorsements limiting the Consultant's
insurance coverage to the sole negligence of the Named Insured.
Umbrella or Excess Policy
The Consultant may use Umbrella or Excess Policies to provide the liability limits as
required in this agreement. The policies shall be provided on a true "following form"
coverage basis, with coverage at least as broad as provided on the underlying
Commercial General Liability insurance.
Notice of Cancellation
Each insurance policy required above shall provide that coverage shall not be canceled,
except with notice to the City of Stockton.
Waiver of Subrogation
Consultant hereby grants to City of Stockton a waiver of any right to subrogation which
any insurer of said Consultant may acquire against the City of Stockton by virtue of the
payment of any loss under such insurance. Consultant agrees to obtain any
endorsement that may be necessary to affect this waiver of subrogation and provide a
copy to the City of Stockton, but this provision applies regardless of whether or not an
endorsement has been issued.
The Workers' Compensation policy shall be endorsed with a waiver of
subrogation in favor of the City of Stockton for all work performed by the Consultant, its
employees, agents and subcontractors. This provision applies regardless of whether or
not an endorsement has been issued.
Self-Insured Retentions
Self-insured retentions must be declared to and approved by the City of Stockton. The
City of Stockton may require the Consultant to purchase coverage with a lower retention

or provide proof of ability to pay losses and related expenses within the retention. The
policy language shall provide, or be endorsed to provide, that the self-insured retention
may be satisfied by either the named insured or City of Stockton.
Acceptability of Insurers
Insurance is to be placed with insurers authorized to conduct business in the state with
a current A.M. Best's rating of no less than A:VII, unless otherwise acceptable to the
City of Stockton.
Claims Made Policies (Does Not Apply to Commercial General Liability)
If any of the required policies provide claims-made coverage:
1. The Retroactive Date must be shown and must be before the date of the contract
or the beginning of contract work.
2. Insurance must be maintained and evidence of insurance must be provided for
at least five (5) years after completion of the contract of work.
3. If coverage is canceled or non-renewed, and not replaced with another claims-
made policy form with a Retroactive Date prior to the contract effective date, the
Consultant must purchase "extended reporting" coverage for a minimum of five (5)
years after completion of work.
Verification of Coverage
Consultant shall furnish the City of Stockton with original certificates and amendatory
endorsements or copies of the applicable policy language effecting coverage required
by this clause All required documents are to be received and approved by the City of
Stockton before work commences. However, failure to obtain the documents prior to the
work beginning shall not waive the Consultant's obligation to provide them. The City of
Stockton reserves the right to require complete, certified copies of all required insurance
policies, including endorsements, at any time.
Subcontractors
Consultant shall require and verify that all subcontractors maintain insurance meeting all
the requirements stated herein, and Consultant shall ensure that City of Stockton is an
additional insured on insurance required from subcontractors.
Duration of Coverage
CGL & Excess liability policies for any construction related work, including, but not
limited to, maintenance, service, or repair work, shall continue coverage for a
minimum of 5 years for Completed Operations liability coverage. Such Insurance must
be maintained and evidence of insurance must be provided for at least five (5) years
after completion of the contract of work.
