ARENA GARAGE ENTREPENEURIAL PUBLIC MARKET DESIGN SERVICES
Proposal Opening October 22, 2026
1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Economic
Development Division for Arena Garage Entrepreneurial Public Market Design Services.
2.0 BACKGROUND/SUMMARY
The City of Stockton's downtown waterfront is home to the 12,000-seat Adventist Health
Arena, 5,000-seat Banner Island Ballpark, the 10-acre outdoor Weber Point Events
Center, and the 100-year old 2,800-capacity Stockton Memorial Civic Auditorium. In
2006, construction of the Arena Garage was completed to support the various activities
at these major entertainment venues with 600 parking spaces and a 15,000 square foot
ground floor commercial space, located at 310 W. Fremont Street.
In recent years, the Adventist Health Arena has seen record-breaking attendance from
various events. In 2023, the Adventist Health Arena and Banner Island Ballpark saw
more than half a million visitors, offering a unique opportunity to activate the vacant
Arena Garage commercial shell space with food, beverage, artisanal retail, and
potential indoor recreational uses.
The City of Stockton, with the support from a grant from the U.S. Small Business
Administration (SBA), aims to bolster economic development by activating this space by
supporting local food and beverage entrepreneurs during their journey in growing their
business.

The Arena Garage offers a unique
opportunity with a potential platform to serve
as an incubator for emerging businesses to
gain exposure to area residents and event
visitors while scaling their business and
complementing the activities at the nearby
venues with a unique location for artisanal
businesses to thrive. As part of this
initiative, the City has gathered public input
to assess the community's interest and
appetite for such a venture on the first floor of the Arena Garage.
3.0 SCOPE OF SERVICES
The City is seeking a qualified firm, or team of firms, to develop design concepts,
construction drawings, and conduct stakeholder outreach, that will result in the
development of a vibrant community-driven public market. Due to the technical
complexities and uniqueness of each task, the formation of teams is encouraged.
The Consultant shall provide preliminary and final design services leading to the
completion of plans, specifications, and estimates for construction of the desired

bidding and construction phase of the project. The design support will endure through
the completion of construction. The Consultant is encouraged to team with local
Consultants and pertinent venders as much as possible to accomplish all tasks
necessary to complete the project as intended in design as well as increase the score
on the consultant evaluation sheet.
If a subcontract for work or services is to be performed, the subcontract must contain all
required provisions of the prime contract. Each sub-consultant's cost proposal must
follow the same format as the prime consultant's cost proposal. Prevailing wages will
apply if the services to be performed will involve land surveying (such as flag persons,
survey party chief, rodman, or chainman), materials sampling and testing (such as
drilling rig operators, pile driving, crane operators), inspection work, soils or foundation
investigations, environmental hazardous materials and so forth.
The Consultant shall prepare a detailed scope and services based, in part and at the
minimum, on information presented in this RFP and other information. The Consultant
shall provide a cost proposal (separate sealed envelope) and anticipated schedule,
which accomplishes the objectives of the project. It is anticipated that the design
contract will be awarded in December 2026.
