NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals will be received no later than Thursday, July 9,
2026, at 2:00 pm (local time) by the City of Stockton, California for the Design-Build Services for
Stockton Channel Water Quality Improvements, Project No. US25011 in strict accordance with
the Request for Proposals.
The City of Stockton, hereinafter referred to as the “City”, is requesting proposals (RFP) from
firms or individuals, hereinafter referred to as “Respondent,” to provide comprehensive
engineering and construction services for the Stockton Channel Water Quality Improvement
Project. The primary objective of this project is to rehabilitate and optimize the existing
underwater bubbler system located within the Stockton Water Channel.
Each sealed proposal shall be marked "PROPOSAL" and shall indicate the project name, number,
and proposal opening date, and shall be mailed or delivered to the address below at or before
the hour stated. Each Respondent must be licensed in accordance with applicable California State
Law. Proposers are hereby notified that the successful proposer and any subconsultant under
them shall pay prevailing wage rates in accordance with the State of California Department of
Industrial Relations. The successful Respondent shall be required to furnish a Labor and Material
Bond and a Faithful Performance Bond, each in the sum of one hundred percent (100%) of the
contract price. For projects valued at $100,000 and above, pursuant to Stockton Municipal Code
Section 3.68.095 the contractor and all subcontractors shall make a good faith effort to employ
at least 50% of the workforce on this project from local residents, as measured by total labor
work hours. Failure of any contractor or subcontractor to comply with these requirements shall
be deemed a material breach of the contract or subcontract. For projects valued at $1,000,000
and above, pursuant to the implementation of the Community Workforce and Training
Agreement (CWTA) adopted by the City Council on July 26, 2016, the contractor shall be required
to comply with the provisions of the CWTA.
Proposal cover letter and requirements are available on the City’s website at
www.stocktonca.gov/mudbid. A Non-Mandatory Pre-Proposal Meeting is scheduled for June 11,
2026, at 10:00 a.m. at 2500 Navy Drive, Stockton, CA 95206. Sealed proposals must be delivered
to the Office of the City Clerk, City Hall, (1st floor), 501 W Weber Ave, Bldg. 1, Stockton, CA 95203.
Respondents will only be identified as responding to the RFP; no proposals will be opened or read
aloud.
The City reserves the right to reject any/or all proposals received and re-advertise.
