On June 8, 2026, the Richmond City Council adopted Ordinance No. 2025-282, amending Chapter 26, Article V, Division 2 of the City Code by adding Section 26-370. The ordinance establishes a real estate tax deferral program for qualified owner-occupied residential properties, authorized under Code of Virginia § 58.1-3219 et seq., effective for tax years commencing on or after January 1, 2028.The City of Richmond, Department of Finance is soliciting proposals for the development of an implementation plan for a new real estate tax deferral program which will launch in January 2028.Please go to, https://procurement.opengov.com/portal/rva/projects/294398
