Johnson Yard Improvement Project Environmental Permitting- Request for Qualifications [Due 10/23]
Johnson Yard Improvement Project
1. GENERAL INFORMATION
San Lorenzo Valley Water District (SLVWD or District) is a water supplier established in 1941
which serves approximately 26,000 customers across several communities within the San
Lorenzo Valley in unincorporated Santa Cruz County. The District owns, operates, and
maintains two permitted water systems. The District owns about 2,300 acres of land containing
undeveloped watershed lands, District facilities, and water supply infrastructure.
2. INTRODUCTION
SLVWD is soliciting qualifications from environmental consultants to complete an updated
Wetland Delineation and Wetland Mitigation and Monitoring Plan (if necessary) while
supporting District staff in the preparation of an Initial Study-Mitigated Negative
Declaration (IS-MND) addendum for the Johnson Yard Improvement Project.
The proposed project will install a prefabricated storage shed and security fencing on a 1.7-
acre site. The project site was previously studied for the District's Campus Development
project, with an IS-MND finalized in 2011 (available in Attachment A). The Campus
Development Project proposed to consolidate District facilities on five contiguous parcels,
remodel an existing commercial building and add a new annex, construct a new operations
building, and develop associating parking and storage areas. The project was ultimately
abandoned due to cost.
A greatly reduced project scope is now proposed (site plans in Attachment C), consisting of
improvements to the construction storage yard ("Johnson Yard"). The proposed project
consists of constructing a 20-foot by 30-foot prefabricated metal storage shed with a
concrete slab on grade and installing a 6-foot-tall chain link fence around the Yard for
security.
The Wetland Delineation in the IS-MND for the previous Campus Development project
identified permanent impacts to 0.36 acres of jurisdictional wetlands (Attachment A,
Appendix B). The proposed project has a significantly smaller footprint and impact than the
previous project. As such, the District wishes to update the wetland delineation, update
mitigation reports, and prepare an addendum to the IS-MND. District staff anticipate
completing the IS-MND addendum before the end of 2026.
The goal of this RFQ is to select a consultant to complete the following:
1) Update the Wetland Delineation report
2) Update the Wetland Mitigation and Monitoring Plan (if necessary)
3) Provide guidance and review of IS-MND addendum prepared by SLVWD staff
