REQUEST FOR PROPOSAL NO. 27-0038
TITLE lV SERVICES FOR NON-PUBLIC SCHOOLS
This Addendum and Clarification item forms a part of the RFP Documents and modifies the original
RFP Documents issued August 20, 2026. Acknowledge receipt of this Addendum on the Addendum
Form of the Request for Proposal. Failure to do so may subject proposal to disqualification.
This Addendum consists of 7 Page(s).
CLARIFICATION:
1. Question: Direct-service provider scope: The RFP states that selected vendors may
administer Title IV activities through funds administration, direct service provision, or a
combination of both. May a proposer submit specifically as a direct-service provider of
student academic-enrichment and professional-development services without providing
general Title IV funds administration?
Answer : Providers must be able to provide all components for Title IV services.
2. Question: Title IV program areas: May a direct-service provider propose services specifically
within the Effective Use of Technology component of Title IV-including digital literacy,
computer science and AI literacy-or must every proposer demonstrate the ability to directly
provide services across all three Title IV program areas?
Answer: Providers must demonstrate the ability to provide services across all three
categories of Title IV program areas. Well-Rounded educational opportunities, Safe and
Heathy Students, and Effective Use of Technology
3. Question: Participating schools: If multiple vendors are awarded, the RFP indicates that
participating non-public schools will be offered their choice of provider and allocations will
be assigned accordingly. Should proposers therefore present a scalable per-school/per-
student service and pricing model rather than assume service to all approximately 53
participating schools and 13,242 students?

Answer: Proposers should provide a scalable pricing model that clearly identifies the cost of
services on a per-school and/or per-student basis, as applicable. The 53 participating schools
and 13,242 students represent the approximate total population eligible for services and
should not be interpreted as a guaranteed service volume for any individual awarded vendor.
Final service assignments and allocations will be determined based on participating schools'
provider selections and available Title IV funding.
4. Question: DBE requirement: For a direct-service educational technology provider whose
principal deliverables include proprietary curriculum/software, instructional resources,
professional development and implementation support delivered directly by the proposer,
how should the 35% DBE participation goal be applied? If 35% subcontracting is not
reasonably achievable for that service model, will documented Good Faith Efforts satisfy the
DBE responsiveness requirement?
Answer : OPSB is requesting that the 35% DBE participation goal is met cumulatively, not
per scope of work/service. B). If a company cannot meet the DBE goal established in the
solicitation, the Respondent, at a minimum, shall submit qualitative and quantitative
evidence of Good Faith Efforts to attain DBE Participation. Again, the ability or desire of
the Consultant/Prime Contractor to perform the services of a contract with its own
organization, does not relieve the Consultant/Prime Contractor's responsibility to make a
Good Faith Effort, to achieve the owner's DBE contract goal. (Please review DBE Policy &
Provisions for additional information.)
5. Question: References: Section 7.1 requests three to five client references from school
districts showing evidence of past Title IV Services, while Tab 9 requests references of
similar scope. Will the District accept references from K-12 school districts demonstrating
comparable digital-literacy/computer-science curriculum, professional development and
implementation services where the proposer cannot verify that the district funded those
services specifically through Title IV?
Answer: Similar scope of services demonstrating evidence of past comparable programs
are acceptable.
6. Question: Pricing: For a direct-service provider rather than a general Title IV program
administrator, should the required general program-administration fee be listed as $0/not
applicable, with curriculum/software licensing, professional development and
implementation services separately itemized?
Answer: Schools are only allowed to select one provider for Title IV services; therefore,
providers should be capable to provide all three categories designed to improve overall
student academic enrichment opportunities: Well-Rounded educational opportunities, Safe
and Heathy Students, and Effective Use of Technology. Providers are program
administrators.

7. Question: Can NOLA-PS provide the 2026-27 Title IV allocation by participating non-
public school, or the 2025-26 allocation by school for planning purposes?
Answer: The total Title IV Allocation for the year 2026-2027 is $528,943.55
8. Question: How much of the approximately $705,258 Title IV budget is anticipated to be
available for direct student programming versus professional development, technology,
materials, and administrative services?
Answer: School leaders can determine based on the Title IV Needs Assessment of the
individual school if a combination of enrichment services will be provided, or activities and
or, purchases made to generally cover the three categories designed to improve overall
student academic enrichment opportunities: Well-Rounded educational opportunities, Safe
and Heathy Students, and Effective Use of Technology. Since this is an interim contract from
January 2027 - June 2027 $528,943.55 is the partial allocation.
9. Question : How many participating schools typically use Title IV funding for after-school
enrichment, tutoring, STEM, SEL, or other direct student programming?
Answer: School leaders can determine based on the Title IV Needs Assessment of the
individual school if a combination of enrichment services will be three categories designed
to improve overall student academic enrichment opportunities: Well-Rounded educational
opportunities, Safe and Heathy Students, and Effective Use of Technology.
10. Question: What is the typical annual dollar amount a participating school spends with an
individual Title IV service provider?
Answer: There is no typical annual dollar amount, the amount varies per school based on
the school's total enrollment and the per pupil allocation amounts
11. Question: For direct student programming, should vendors propose pricing per student,
per session, per hour, per school, or another pricing structure?
Answer: For direct student programs, vendors should submit proposed pricing per student
event or per student participation based on the type of activity (i.e. for assemblies; it should
be based on an hourly rate, for STEM activities or field trips, it would be on the cost per
student for the activity).

12. Question: Is there a preferred or required program frequency, session length, or number of
weeks for after-school enrichment services?
Answer: School leaders will have the opportunity to consult with the providers to determine
the program frequency, session lengths and or number of weeks for enrichment services
based on their Title IV Needs Assessments and the school's allocation.
13. Question: Will participating schools provide program space at no cost to the vendor, or
should vendors include facility, custodial, security, or other site-related expenses in their
pricing?
Answer: Schools must provide a designated space for services to be provided at no cost to
the vendor.
14. Question: Are program administration, management oversight, curriculum, materials,
training, and background-check costs allowable Title IV expenses?
Answer: Program administration, management oversight, curriculum, materials, training,
and background-check costs may be allowable Title IV expenses when they are reasonable,
necessary, allocable to the Title IV program, and directly related to an approved Title IV
activity.
Allowability will be determined based on the specific service or cost proposed and its
connection to the approved Title IV scope of work and applicable federal and program
requirements. Costs that constitute general administrative or organizational overhead, or that
are not directly attributable to the Title IV-funded activity, may not be allowable.
Vendors should clearly identify and itemize any such costs in their proposed pricing and
provide sufficient detail to demonstrate how the costs support the proposed Title IV services.
15. Question: Will individual non-public schools select services from awarded vendors, or will
NOLA-PS assign vendors to participating schools? May multiple awarded vendors serve the
same school?
Answer: After completion of the RFP Process, the approved vendors will be approved by
OPSB. Once vendors have passed the RFP Selection Process, vendors will have the
opportunity to make presentations to the Non-Public Schools introducing the services they
provide. School leaders elect their individual providers making the best decisions based on
the Title IV Needs Assessments of their school. Each school will elect one vendor per Title
Program.
16. Question: For the requirement requesting 3-5 references demonstrating prior Title IV
services, will comparable federally funded after-school, enrichment, tutoring, or student
support experience satisfy the requirement if the services were not specifically funded
through Title IV?

Answer: Yes, comparable federally funded after-school, enrichment, tutoring, or student
support experience will satisfy the requirement.
17. Question: Regarding the 35% DBE goal, is 35% participation required for award, or may a
proposer document good-faith efforts if the full goal cannot be achieved?
Answer: If a company cannot meet the DBE goal established in the solicitation, the
Respondent, at a minimum, shall submit qualitative and quantitative evidence of Good Faith
Efforts to attain DBE Participation. Again, the ability or desire of the Consultant/Prime
Contractor to perform the services of a contract with its own organization, does not relieve
the Consultant/Prime Contractor's responsibility to make a Good Faith Effort, to achieve the
owner's DBE contract goal. (Please review DBE Policy & Provisions for additional
information.)
18. Question: Please confirm the anticipated service start date for this contract.
Answer: January 1, 2027 - June 30, 2027, with OPSB having the option to renew for two
(2) additional one (1) year periods.
19. Question: Please confirm the exact proposal submission deadline time on September 22,
2026, as different sections of the solicitation appear to reference different times.

20. Question: Does the 20-page limit apply only to Tabs 1-10, or does it include the cover,
templates, resumes, and Appendices A and B?
Answer: The twenty(20) page limit does not include TABS 9-12
21. Question: Should respondents submit one combined PDF with the all the required
attachments and narratives? Are attachments expected to be zipped or condensed to ensure
firewalls don't reject the size of the files or will a folder that contains all files be accepted?
Answer: Respondents must submit one combined PDF with the all the required
attachments and narratives.

22. Question: What should respondents enter as the "total annual fee" on the Cost Form when
schools may select among multiple providers and the proposal includes unit-based pricing?
Answer: For purposes of completing the Cost Form, respondents should use the total
available Title IV allocation of $528,943.55 as the maximum funding available across
participating schools. Respondents should also provide the requested unit-based pricing. The
$528,943.55 represents the total program allocation and is not a guaranteed contract amount
for any individual provider. Final expenditures will be based on participating schools'
provider selections, approved services, and available allocations.
23. Question: At the proposal stage, what documentation or language is required to show that
we can meet the requirements for background checks and required insurance knowing that
most of those specific pieces would be implemented post award?
Answer: At the proposal stage, you do not need to submit actual background checks results
for individual employees; however, you must provide organizational proof of capabilities
and compliance to demonstrate that your company meets screening requirements. Attach
your company's policy for operating procedures for screening employees and subcontractors,
proof of an active agreement with an accredited background check provider and or a sample
background check report redacted template displaying exact types of checks performed (i.e..
Criminal history (fingerprints), SSN verification, drug testing) without revealing private
data.
24. Question: For an out-of-state corporation or LLC, is qualification to do business with the
Louisiana Secretary of State required at proposal submission, or may it be completed before
contract execution?
Answer: Qualification to do business with the Louisiana Secretary of State are required at
time of proposal submission.
25. Question: Our company is currently certified as a WBE. Will our existing certification
qualify toward the RFP's 35% DBE participation goal, or must the company hold
certification through the specific five agencies listed in the RFP?
Answer: A WBE or MBE certification will not suffice as a substitution for DBE
Certification. The Respondent must have certification through one of the five (5) DBE
certifying agencies listed in the RFP.
26. Question: Per the "Fiscal and Regulatory Requirements" section in the RFP, it is stated that
the vendor "Must be able to implement the program on the first day of school for the 2026-
2027 school year."

Answer: Since 2026 - 2027 school has already begun, when is the expected project start date
for these services? (A) January 1, 2027 - June 30, 2027, with OPSB having the option to
renew for
27. Question: Regarding the pricing: would OPSB like to see a pricing breakdown per full day
EPD, half day EPD? For instructional, what types of delivery methods does this district
prefer, and what type of unit of measure is preferred?
Answer: Professional development services should be priced using hourly rates of service.
Instructional services may be delivered in person, virtually, through a hybrid model,
computer-assisted learning, or a combination of these methods. The specific delivery method
will be determined by the School Leader based on the school's Title IV Needs Assessment.
28. Question: Is the District looking for narrative responses for the "Progress Evaluation" and
the "Allocation and Use of Title Funds" sections of the RFP? Will these responses be
included in the 20-page limit?
Answer: Yes, narrative responses are required for the 'Progress Evaluation' and 'Allocation
and Use of Title Funds' sections. These narrative responses are included in the 20-page limit.
29. Question: Direct-service provider scope : The RFP states that selected vendors may
administer Title IV activities through funds administration, direct service provision, or a
combination of both. May a proposer submit specifically as a direct-service provider of
student academic-enrichment and professional-development services without providing
general Title IV funds administration?
Answer: Providers must be able to provide all components for Title IV services.
